The task of grasping and orienting information among workers and laborers is an important task of the trade union organization. This task needs to be focused on and promoted more effectively when the general context of the world, the country and Nghe An province is fraught with many unpredictable difficulties.
Specific numbers
From 2021 to April 2024, Nghe An province has had 17 illegal collective work stoppages and strikes. In the first 4 months of 2024 alone, there were 4 collective work stoppages by workers and laborers at enterprises in the province. Some collective work stoppages were very complicated, with a large number of participants and took a long time to resolve. Therefore, they have affected the production and business activities of enterprises, affected the investment environment, caused economic losses to employers, and affected the lives, jobs and incomes of workers in the province.
The clearest example is the collective work stoppage of nearly 6,000 workers of Viet Glory Limited Liability Company, located in Dien Chau district in 2023, lasting 6 days. It is worth mentioning that this is the third collective work stoppage at this company, although the company has only been in operation for 3 years.
Comrade Hoang Thi Thu Huong - Chairwoman of the Southeast Economic Zone Trade Union - who has directly participated in resolving many collective work stoppages, said: "Through the process of participating in handling and resolving cases, it is found that illegal strikes are mainly due to conflicts in labor relations at enterprises, one of the main reasons of which is that the provision and exchange of information between employers and employees has not been carried out regularly and thoroughly; the propaganda and dissemination of legal regulations on labor, wages, social insurance, etc.; issues of legitimate and legal rights and interests, listening to the thoughts and voices of employees have not really paid due attention."

13th Congress,Trade UnionVietnam for the 2023 - 2028 term has determined: Strengthening the work of grasping information, listening to feedback from the grassroots, grasping the thoughts and aspirations of union members and workers, the situation of labor relations, production, business, implementation of regimes and policies of enterprises. Grasping the situation of workers, labor relations... contributes to building harmonious, stable and progressive labor relations.
Trade union officials must regularly stay close to the grassroots, meet and listen to the opinions, thoughts and aspirations of workers. Master the skills of capturing public opinion information, organizing, participating, monitoring, and providing social criticism, protecting the rights and legitimate interests of workers. Choose the right time, promptly and proactively work with business owners to discuss issues that may cause conflicts; propagate and mobilize business owners to strictly implement legal regulations; persuade and negotiate to have more favorable policies and regimes for workers, ensuring the stability and development of the business.
To do a good job of grasping and orienting information for workers, laborers and employers, it is necessary to first focus on building a core force to promptly grasp the thoughts, moods and public opinions of union members, workers, civil servants and laborers to promptly resolve questions and concerns of workers and handle them well right at the grassroots level. The core force is reporters, public opinion collaborators, and officers in charge of information work and grasping public opinion at grassroots unions..

It is necessary to select workers and laborers who are brave, responsible, enthusiastic, prestigious, and trusted by the majority of workers and laborers. These people do not reveal their identities, are cared for and trained by the trade union organization and the Party committee in politics and skills, and especially are cared for and protected in terms of their rights, and are promptly commended and rewarded.”

Orientation goes hand in hand with diversification
Along with team building, trade unions at all levels need to establish information channels to serve the purpose of capturing and orienting information; proactively providing official information, reliable sources of information, accurate and complete information content on issues of concern to workers, laborers and employers. Diversify forms of information and propaganda, especially Exploit and use information on social media platforms to grasp and orient public opinion for workers and laborers, not leaving "information gaps" on the internet; closely coordinate with press agencies to do a good job of propaganda and information provision.

Practical experience in recent times has shown that, thanks to timely and effective information grasping and orientation, Nghe An Provincial Trade Unions at all levels have actively participated and coordinated effectively in preventing and promptly handling cases of collective work stoppages and illegal strikes in the area. Solutions are continuing to be focused on, promoted and implemented in all levels of trade unions in the province.
To contribute to building harmonious, stable and progressive labor relations in the spirit of the 13th Congress of the Vietnam General Confederation of Labor for the 2023-2028 term, one of the lessons learned for trade unions at all levels is to always identify the work of grasping and orienting information among workers as an important political task that needs to be focused on and promoted. From there, promptly advise and propose solutions to issues that union members and workers are interested in, actively contributing to the propaganda and dissemination of the Party's viewpoints and guidelines, the State's policies and laws; preventing and refuting fake news and false information; contributing to building harmonious, stable and progressive labor relations.
