Nam Dan determined to achieve new rural district standards in 2016

PV:After 5 years of building new rural areas, Nam Dan district has created new position and strength. Could you please tell us about some outstanding achievements?

Comrade Thai Thanh Quy:After 5 years of implementing the National Target Program on New Rural Construction, despite many difficulties and challenges, under the leadership of the Party Committee, the management of authorities at all levels, and the efforts of the entire political system and the entire population, Nam Dan district has achieved many important results in the movement to build new rural areas.

First of all, the most noticeable thing is that the infrastructure has developed significantly. The rural and intra-field traffic systems in the district have been upgraded and concreted; along with works such as schools, medical stations and cultural and sports facilities that have been renovated and renovated, contributing to creating a spacious and clean appearance. Specifically, in the past 5 years, 438.8 km of roads of all kinds have been newly built, upgraded and renovated; 75.1 km of canals, 17 pumping stations, 11 dams and thousands of intra-field culverts have been upgraded and repaired; the power system and transformer stations in 23/23 communes have been upgraded and replaced; a number of classrooms and functional rooms have been newly built and upgraded at 49 schools, 12 communal cultural houses, 84 hamlet sports fields, 17 offices and 14 medical stations throughout the district...

One of the important results that the Party Committee, government and people of Nam Dan district have paid attention to in the process of implementing new rural construction is developing the rural economy. Creative methods are encouraged, from which, more and more effective production models have appeared, contributing to job creation, increasing income, eliminating hunger, reducing poverty, and stabilizing people's lives. In the district, specialized commodity production areas have been formed with models such as lily, bitter melon, chives, herbs in Nam Anh, Nam Xuan; watermelon, green squash in Nam Tan, Van Dien; flower growing in Kim Lien, Xuan Hoa, Hung Tien; corn growing for dairy cows in Nam Loc, Khanh Son, Nam Tan; Safe vegetable production cooperatives in Xuan Hoa... In livestock farming, there are models such as fattening cows in Nam Cuong, Hong Long; biosafety chickens in Kim Lien, Nam Cat, Nam Anh, Nam Linh; goats breeding in Van Dien, Nam Thai...

It can be affirmed that the rural appearance of Nam Dan district has improved a lot, the economy has developed quite well, the average income per capita reached 30 million VND (1.4 times higher than in 2010); infrastructure has been invested quite synchronously; culture, health, education have positive changes, social security is ensured, political security, social order and safety are consolidated and enhanced; the material and spiritual life of the people is increasingly improved. As a result, up to now, the whole district has had 10/23 communes meeting the new rural standards, 10 communes have met over 15 criteria, the whole district has met 16/19 new rural criteria on average; striving to have 10 more communes reaching the finish line by the end of 2016 so that the district can be recognized as a district meeting the new rural standards.

PV:Nam Dan is a locality that has promoted a large amount of resources for building new rural areas in the province. What are the lessons learned to achieve this result, comrade?

Comrade Thai Thanh Quy:In recent years, Nam Dan has mobilized a large amount of resources for new rural construction, the whole district mobilized 1,088 billion VND. Of which: The central budget directly invested in the program was 80.4 billion VND, accounting for 7.4%; the provincial budget directly supported 45.9 billion VND, accounting for 4.2% (in cash: 2.6 billion VND, in cement: 29,847 tons, equivalent to 43.3 billion VND); the district budget directly supported 4.4 billion VND, accounting for 0.4%; enterprises invested and supported 92.4 billion VND, accounting for 8.5%; people contributed 235.8 billion VND, accounting for 21.7%; the rest was capital combined from programs, projects and other sources of 629.1 billion VND, accounting for 57.8%.

To achieve that result, right from the first days of implementation, we have determined that the important thing in building the new rural area is to create consensus, unity, and coordination among the Party, the Government, the Fatherland Front, and its member organizations. All of us must actively propagate and raise awareness and responsibility for all people about the task of building new rural areas, overcome limitations in the awareness of cadres and people; join hands to remove difficulties and obstacles from the grassroots; at the same time, we must implement openness, democracy, and transparency to create trust among the people, strengthen dialogue with the people; there must be specific assignment and assignment of tasks and regular inspection and supervision work.

In addition, the Party Committee and the government from the district to the grassroots level must be proactive and decisive in directing the implementation, especially in approaching businesses to have more investment resources. However, the fundamental thing we determine is still from the people's own internal strength, which is essentially by developing production and increasing income so that people have the conditions to contribute money and labor in implementing the program.

PV:Could you please tell us about the plan and key tasks for building new rural areas in Nam Dan district in 2016?

Comrade Thai Thanh Quy:Our roadmap is to strive to have 10 more communes reach the new rural standard in 2016, bringing the total number of communes meeting the standards to 20/23 communes (87%), so that in 2016 Nam Dan can be recognized as a district meeting the new rural standard.

With such a plan for the district's new rural construction program, we have identified a number of key tasks to be carried out in 2016:

Each grassroots unit must review each unmet criterion and the amount of work to be done to develop a specific plan and solution; prioritize investment in easy-to-implement criteria to implement first. For communes registered to reach the finish line in 2016, it is necessary to clearly identify any remaining difficulties and obstacles so that the district and grassroots can work together to resolve and speed up progress.

At the same time, thoroughly grasp the viewpoint that it is necessary to carry out sustainable new rural construction, not chasing after achievements and quantity but ensuring quality, efficiency and practicality; must create real consensus, especially consensus of the people. Accordingly, along with continuing to promote propaganda and dissemination of the Party and State's guidelines and policies to raise people's awareness, it is necessary to further enhance the pioneering and exemplary responsibility of leaders; promote the role of prestigious people in the locality, the elderly, and village chiefs in mobilizing internal resources to join hands and contribute human and material resources to build new rural areas. To have internal resources, there must be people's resources, and when people are rich, internal resources will be strong. Therefore, the district and grassroots must direct the promotion of production development, promote the potential and strengths of each locality; Select key plants and animals to build production development models suitable to the conditions of each region, build concentrated commodity production areas, strengthen joint venture and association models to process and consume products, and increase economic value per production unit.

In addition, it is necessary to continue mobilizing social resources and effectively integrating local programs and projects to invest in building new rural areas; strengthen guidance, inspection and supervision of the management and use of investment capital in building new rural areas to ensure compliance with State regulations and instructions from specialized agencies...

The Party Committee and people of Nam Dan always make efforts in building new rural areas, striving to soon turn their district into a new rural district. That is the goal and responsibility of Nam Dan - Uncle Ho's hometown.
