Nam Dan practices Ho Chi Minh's ideology of 'taking people as the root'

Strengthening listening to people's opinions

In early 2024, the head of the district Party Committee and government had a dialogue with the people of Nam Dan town. Through this dialogue, there were 11 opinions with 33 contents reflecting and proposing. It is noteworthy that the key political task of the town on building a civilized urban area has not been fully implemented and informed to cadres, party members and people by the Party Committee, government and political organizations.

Mr. Vo Dinh Hien (Sa Nam block) reflected: "Although they have heard propaganda about building civilized urban areas through the town radio, people do not know specifically what the State does to build civilized urban areas, what do the people do and how many criteria are there for civilized urban areas?". Some people also frankly expressed dissatisfaction with the methods and ways of doing things of the town Party Committee and government, which are not resolute and creative in this matter.

After the dialogue, from the people's comments and the direction of the Standing Committee of Nam Dan District Party Committee to assign responsibility to key officials, the entire political system of the town has taken action, identifying the tasks to be implemented in conjunction with information and propaganda to the people. The focus is on urban beautification with models of upgrading roads, planting trees, flag roads, flower roads, building propaganda signs, environmental sanitation, etc. Therefore, in the town, many roads have appeared that are "bright, green, clean, beautiful"; completing 6/9 civilized urban criteria and in the remaining 3 criteria, there are only 5 contents that need to be directed to be completed in 2024.

Also through dialogue activities between the heads of Party committees, authorities and the people; the Party committees, authorities and the Fatherland Front and political organizations of Nam Linh commune have innovated leadership and direction methods, promoting the exemplary role of cadres and civil servants, especially the heads of organizations in the political system in handling difficult issues and contents.

Comrade Dinh Thi Hien - Deputy Secretary of the Party Committee of Nam Linh commune stated her opinion: "The difficulties and problems of the locality, more than anyone else, are clearly understood by the local cadres, party members and people. Therefore, the awareness and guiding ideology of the Party Committee is that the cadres and civil servants themselves must find solutions to solve them. The priority solution is propaganda, advocacy, and mobilization of the people. Propaganda is divided into residential clusters, routes, and household groups, and individual propaganda is given to cases where there is no consensus. Thanks to that approach, from the last commune to reach the new rural finish line of Nam Dan district (in 2017), Nam Linh commune has surpassed to complete the task of building an advanced new rural area in 2023 with many sustainable criteria and is currently continuing to build a model new rural area".

From listening to people's opinions to adjust and innovate the methods and ways of directing and operating the political system at all levels, according to comrade Tran Thi Hien - Standing Deputy Secretary of Nam Dan District Party Committee: Dialogue activities are also a forum to bring the guidelines, policies and solutions of all levels to the grassroots and people in a more specific and profound way; at the same time, all levels also better understand the difficulties and concerns of the grassroots and people to have solutions to solve and remove them, both promoting common development and avoiding concerns arising at the grassroots.

In practice, through dialogue, there are localities that have problems with the documents and procedures for granting land use right certificates, especially procedures related to the backlog of people; the District Land Registration Office Branch has increased the number of staff to the grassroots level on "Saturdays and Sundays for the people" to guide grassroots officials, civil servants and people to complete the procedures, and at the same time, to appraise the documents one step before sending them to the district. This activity contributes to limiting the return and return of documents, affecting people's travel, especially preventing possible negative incidents, creating people's trust.

In particular, after a dialogue with more than 130 businesses and cooperatives in the area at the end of 2023, the Standing Committee of Nam Dan District Party Committee assigned district-level departments and branches and localities to focus on removing difficulties and obstacles in land procedures, loans, and social insurance regimes for businesses; increasing the application of science and technology in production, building OCOP products with great economic value and spreading in the market.

Or after the dialogue with the team of district officials, civil servants and grassroots of the Standing Committee of Nam Dan District Party Committee, there has been a comprehensive and profound change in ideology and sense of responsibility in state agencies, in officials and civil servants regarding administrative reform, especially the spirit and attitude towards work and handling administrative procedures for people and businesses.

This is demonstrated through the district's administrative reform ranking increasing every year; from 16th (2020) to 14th (2021), 11th (2022) to 8th (2023), exceeding the target set by the District Party Congress for the 2020-2025 term, ranking in the top 10 districts in the province.

Within more than 4 years (2020 - 2024), the Standing Committee of Nam Dan District Party Committee organized 13 dialogues with the people, with 259 proposed opinions, of which 253/259 opinions were resolved, reaching a rate of 98%. At the commune level, 166 dialogues were organized, with 1,912 proposed opinions and recommendations, of which 1,846/1,912 opinions were resolved, reaching a rate of 97%.

Promoting people's mastery

Imbued with the ideology of "taking people as the root" and "a hundred times easier without people, ten thousand times harder can be done with people" of President Ho Chi Minh, all levels in Nam Dan district have creatively applied it in mass mobilization work through organizing movements and models to promote the people's mastery and strength to serve the people's lives.

A prominent example in promoting people's mastery is the construction of a self-governing group model in the residential community. Self-governing group No. 2 (Hamlet 5, Nam Thanh Commune) has 21 households living on a road about 500m long. This is a group with many pioneering movements not only in Hamlet 5 but also in Nam Thanh Commune through self-governance. Specifically, from discussing together to donate land to expand the road from 3m to 5.5m; contributing money to buy materials, organizing the construction of concrete roads; to making flagpoles in front of each house according to a unified model; building drainage ditches on both sides of the road with covers; installing 2 security cameras at the beginning and end of the road in the group...

Mr. Nguyen Van Thong - Head of Group 2 said: The sense of self-management in environmental protection, security and order, and building solidarity among households in the group is very good. People have a sense of responsibility to remind each other with affection to build a better life; any family that has a conflict, a happy or a difficult time, all households in the group have a sense of responsibility for each other.

In self-governing group No. 3 (Hamlet 5, Nam Anh Commune), the group's activities are maintained on the 30th of every month, so all information of the commune and hamlet is fully and promptly disseminated and deployed to the people. During the month, any household that discharges domestic water, raises livestock, or transports fertilizers that spill on the road, affecting the landscape and environment, is reminded to correct the situation. The spirit of solidarity, support, and mutual assistance in life among households in the group is promoted, supporting and helping 1 household escape poverty, and up to now, there are no poor households in the group.

Comrade Nguyen Duy Thao - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Fatherland Front Committee of Nam Dan district said: The self-management group model operates on the spirit of self-awareness of the people in each route and residential area, under the leading role of prestigious people chosen by the people as representatives. Through the activities of the self-management group, it has created a cohesive, united bloc, "helping each other in times of need". Households in the group together build a prosperous, happy life and limit conflicts among the people. In particular, the activities of the self-management groups have promoted the results of building new rural areas, advanced new rural areas and exemplary rural areas in the beloved homeland of Uncle Ho in a substantial and sustainable manner, serving the people's lives.

ToanNam Dan districtcurrently has a total1,927 groupsmanage with100% of householdsthroughout the districtjoin.Within 5 years (2018 - 2023),Self-management groups have successfully reconciled 706 cases of internal conflicts among the people.; voluntarily discussed and donated more than 200,000 square meters of land, voluntarily removed more than 30,000 meters of fences and gates; contributed nearly 273,000 working days to build more than 239 km of rural roads and more than 376 km of lighting lines. The total source mobilized from the people in 5 years was nearly 210 billion VND.
