In the 2013-2014 school year, the Ministry of Education and Training will focus on universalizing preschool education for 5-year-old children. This is a key task outlined by the Ministry of Education and Training at the conference summarizing the 2012-2013 school year and outlining the direction and tasks for preschool education in the 2013-2014 school year, held on the morning of August 22nd.

According to the plan, one of the important tasks to achieve the above goal is that the Ministry of Education and Training will require localities to strengthen and build school facilities, classrooms, and equipment to implement universal education, creating opportunities to increase the enrollment rate of children in preschool education facilities at all ages; striving for a national average of at least 24% of children of nursery age and 87% of children of kindergarten age attending school.

For 5-year-old children, in addition to increasing the school enrollment rate, it is essential to ensure that at least 95% of 5-year-old children attend school for two sessions per day, with 78% of them receiving meals at school.

To achieve the set objectives, Deputy Minister of Education and Training Nguyen Thi Nghia stated that the Ministry will direct the Departments of Education and Training to effectively advise local Party committees and authorities, closely coordinate with all levels and sectors, and focus on implementing three synchronized measures: synchronizing the construction of physical facilities, policies for teachers, and support for disadvantaged families to ensure quality and timely universal education. In addition, emphasis will be placed on improving the knowledge of administrators and teachers regarding the quality and effectiveness of early childhood education in areas such as health care, nutrition, and the quality implementation of the preschool education program.

According to statistics from the Ministry of Education and Training, there are currently over 137,000 public and private preschools nationwide. The enrollment rate for preschool children of all ages has increased compared to the 2012 school year. Specifically, the enrollment rate for nursery children is 23%; for kindergarten children it is over 86%. The enrollment rate for 5-year-old kindergarten children is 99.7%.
