On August 4, Huynh Tan Phat was detained by Dong Xoai City Police (Binh Phuoc Province) to investigate his behavior.Extortion.

According to the initial investigation, every night Phat wears a plastic gun, a walkie-talkie, and rides a motorbike with a siren and emergency lights, pretending to be a traffic police officer, to deserted roads to stop motorbikes carrying three people or not wearing helmets, then threatens them and forces them to give money before letting them go.

Early morning on August 2, Phat blew his whistle and stopped Mr. Pham Dinh Ca's car to check. The guy kept threatening to make a record and impound the vehicle. Suspecting that this was a fake traffic police officer, Mr. Ca called the police to come and restrain Phat.
