Improving administrative reforms to better serve organizations and individuals.
(Baonghean.vn) - On the afternoon of September 30th, the inspection team on administrative reform, led by the Department of Internal Affairs, held a working session with the Department of Agriculture and Rural Development. Ms. Cao Thi Hien, Director of the Department of Internal Affairs, led the team.
Working with the delegation on behalf of the Department of Agriculture and Rural Development were Comrade Ho Ngoc Sy, Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development, along with leaders of the department, specialized divisions and affiliated units.

The report from the Department of Agriculture shows that, in the past period, the department has paid attention to and implemented administrative reform with many positive results. Annually, the Party Committee and the department's leadership have consistently focused on directing and managing the implementation of administrative reform. Institutional reform has been effectively carried out through the issuance and implementation of a program for issuing legal documents. The total number of legal documents reviewed in 2014 was 143, and in 2015 it was 191. Administrative procedure reform has been given attention, with timely review, abolition, and supplementation of administrative procedures.
In addition, the department has regularly publicized, updated, and supplemented administrative procedures on its website. From the beginning of 2014 to the present, the department has received and processed more than 15,300 applications. The one-stop shop and integrated one-stop shop mechanisms have been seriously implemented by the department, with sufficient staff, and have received 433 applications from organizations and individuals, processing them within the prescribed time and procedures. Regarding the reform of the state administrative apparatus, the department has paid attention to implementation, regularly building and improving the quality of its staff, civil servants, and public employees annually, and fully implementing public administration reform and modernization.

However, in the administrative reform work, the department also recognizes that many limitations still exist, such as: administrative reform work is not synchronized; coordination between departments and units is not yet tight; the quality of document drafting, feedback, and appraisal of legal documents is not high; some contents of the administrative reform plan are implemented slowly, and in some cases, are not thorough and protracted… The reasons are due to some units and officials not being proactive in advising on the issuance of documents and in managing and resolving issues, the specific characteristics of the industry, as well as the vast geographical area and limited funding.
Previously, on September 28th, the inspection team conducted work at the specialized departments, the Veterinary Sub-department, and the Fisheries Exploitation and Protection Sub-department. Through the inspection, the team assessed that the implementation of administrative reform at the two sub-departments and departments had achieved many clear results. The formation and implementation of annual administrative reform plans have become more systematic; attention has been paid to strengthening the organizational structure and civil servants; many solutions have been implemented to better address the needs of the people; and many proposals have been made to reduce the time spent by officials and civil servants in handling their work.

Highly appreciating the results of the Department of Agriculture's administrative reform work, Ms. Cao Thi Hien, Director of the Department of Internal Affairs, suggested that in the coming time, the Department's Party Committee should focus on improving the responsibility of officials and civil servants at the Party branches, enhancing workplace ethics and culture, and issuing key plans for each period in administrative reform. Speaking at the meeting, Comrade Ho Ngoc Sy, Member of the Provincial Party Standing Committee and Director of the Department of Agriculture and Rural Development, assessed that in the past period, the agricultural sector has truly strived to improve the quality of administrative reform, but there are still limitations as pointed out by the inspection team. In the coming time, the Party Committee and the leadership of the Department will continue to direct the departments and units under its direct supervision to seriously learn from experience, overcome limitations, and promptly complete the remaining shortcomings to fulfill political tasks and better serve the needs of organizations and individuals.
