Focus efforts on development goals.
The grand hall of Vinh University was warm and lively on the last night of the year as over 1500 faculty members, lecturers, students, and trainees from the Faculty of Economics and Politics gathered to listen to Dr. Ho Duc Phoc, an economist and Secretary of the Provincial Party Committee, present practical issues related to socio-economic development in the province over the past year and solutions for future development.
In addition to information about the socio-economic achievements of the Party Committee and people of President Ho Chi Minh's hometown in recent years, Comrade Ho Duc Phoc provided further major orientations for the province, namely: Although there are still many difficulties due to objective and subjective factors, Nghe An is striving to become the socio-economic center of the North Central region, focusing on attracting investment to develop key economic sectors; attracting large-scale projects that will create breakthroughs to promote the development of other sectors and fields. The province is actively reforming its administration, focusing on monitoring the implementation of political tasks and socio-economic development by departments and agencies.
Besides attracting investors, the province focuses on attracting high-quality talent with many preferential policies. Throughout its development, the province has paid attention to and effectively addressed issues related to people's lives, such as ensuring clean water, electricity, environmental protection, and effectively implementing poverty reduction and social welfare programs. In particular, the entire province is concentrating all resources on achieving the goals of resolutions, especially Resolution 26 of the Politburo on building Nghe An into a center for finance, trade, tourism, education and training, science and technology, healthcare, sports, and high-tech industry for the North Central provinces by 2020.

To successfully implement Resolution 26, in the third quarter of 2013, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and various organizations, along with the people of the localities, organized the dissemination, review, and accurate assessment of the practical situation, thereby finding reasonable solutions to accelerate development. The difficulties and challenges posed by the global and domestic economic downturn significantly impacted Nghe An's development. However, with the guidance of the Politburo and the determination of the entire Party Committee and the people, fundamental and focused solutions were discussed and implemented step by step. Looking at the achievements of the province in the past period, we have confidence in future success, such as: the province has established 3 key economic zones, 1 economic zone, and 8 industrial parks.
In mountainous and highland districts, there have been clear shifts, with people's lives gradually improving, education developing strongly, and educational achievements ranking among the top in the country. The province has also established an education and training center with 5 universities, 8 colleges and vocational schools; gradually forming a commercial and financial center with a system of 34 commercial banks; and developing a high-quality aquaculture area and dairy and agricultural processing plants in the western part of the province. Infrastructure has developed strongly and is becoming increasingly synchronized; transportation has been upgraded in terms of air, road, and sea services, facilitating trade and economic development… Many sectors are on a strong upward trajectory, aiming to become leading positions in the North Central region.
Thanks to the efforts of leaders at all levels, from the province to departments, agencies, and localities, Nghe An is undergoing positive changes, innovating in thinking, leveraging its combined strengths, and creating a favorable environment for socio-economic development. Action programs, plans, projects, mechanisms, and policies to implement the resolution are being resolutely pursued by the entire political system, the business community, and all citizens for the prosperity of the province.
Human resource training is a key task.
After listening to the Provincial Party Secretary present the major orientations and solutions for socio-economic development, many officials, teachers, and students attending the Conference asked questions about: the issue of strengthening investment attraction associated with human resource training and job creation; what strategies the province has to improve its ability to attract investment in the current difficult period; industrial development associated with environmental protection; development policies for different regions, especially the midland and mountainous areas…
When questioning the Provincial Party Secretary, student Nguyen Mai Phong - majoring in Business Administration (Faculty of Economics) - asked about the attention and coordination of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee in improving the quality of training and job placement for graduates. Student Huyen Trang - majoring in Accounting - K51 (Faculty of Economics) asked about job opportunities for graduates in Nghe An. Meanwhile, student Thuy Trinh - K51 - Business Administration (Faculty of Economics) expressed great concern about balancing industrial development with environmental protection and ensuring people's livelihoods.

Addressing these issues, Comrade Ho Duc Phoc affirmed: Vinh University has a 55-year tradition, training a large number of human resources for Nghe An province and the whole country. Throughout this process, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have always paid attention and created the best conditions, such as providing land for the university to build two spacious campuses, and ensuring sufficient electricity and water for staff, teachers, and students to study and live. For many years, Vinh University graduates have been employed in agencies, offices, and in districts, cities, and towns. Many comrades currently hold important positions… During the development process, along with mobilizing resources, significantly improving the investment environment, and promoting production and business development, the province has created favorable conditions for all economic sectors to develop together, thereby creating opportunities for Vinh University students and many other universities to find jobs and have stable incomes.
Currently, the province is strengthening its efforts to attract and promote investment and economic cooperation, especially attracting large projects and foreign direct investment (FDI) projects with modern technology. This requires students to actively study and improve their knowledge and skills to meet the labor recruitment requirements of investors. The students' opinions also suggest that Vinh University, as well as other universities, should strengthen their ties with businesses to provide targeted training, meet societal demands, and ensure that graduates have the opportunity to find employment and quickly adapt to the development process. Meanwhile, the province has implemented preferential policies to attract outstanding students to work in the state apparatus at all levels.
The Provincial Party Secretary further affirmed that, among the development goals, the development of human resources and science and technology, and the improvement of the quality of human resources are considered a strength and advantage of Nghe An, a land of learning. Therefore, the province always pays attention to vocational training to meet the labor needs of industrial zones and factories in the province, the region, and internationally. One of the requirements of the Politburo is that by 2020, Nghe An will become a center for high technology, information technology, healthcare, agriculture, clean industries, etc. To achieve this goal, the contributions of cadres, teachers, and students of Vinh University and other universities, colleges, and vocational education institutions in the province play a decisive role.
During the meeting, on behalf of the Board of Directors, staff, teachers, and students, Associate Professor, Dr. Dinh Xuan Khoa - Rector of Vinh University, expressed gratitude for the support and sharing from the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and especially the Provincial Party Secretary, in the development of the university. He also stated: “The major orientations in the socio-economic development of Nghe An are also the issues facing the university in the process of training human resources. This is the second time Mr. Ho Duc Phoc has taken the time to exchange views with the staff, teachers, and students of Vinh University. The suggestions from the Provincial Party Secretary are like ‘orders’ for the university to improve the quality of training for students in Economics, Information Technology, Biology, Social Management, etc., to provide human resources for the province and contribute to the development of President Ho Chi Minh's hometown in the future.”
