Improve the quality of prosecution and supervision to prevent wrongful convictions.

On the morning of January 17, the People's Procuracy of Nghe An province held a conference to deploy the prosecution work in 2018. Attending were comrade Bui Manh Cuong - Deputy Chief Justice of the Supreme People's Procuracy; leaders of the National Assembly delegation of the province, the Internal Affairs Committee, the Provincial Police, the Provincial People's Court, Civil Judgment Enforcement, etc.

Reporting at the conference, the leader of the Provincial People's Procuracy said that in 2017, the People's Procuracy at two levels implemented many practical measures to improve the quality of the practice of prosecution rights and supervision of judicial activities, including continuing to effectively implement the requirements of "improving the quality of prosecution, linking prosecution with investigation activities" and "improving the quality of prosecutors' arguments in court".

Leaders and prosecutors at both levels have raised their sense of responsibility in performing public duties; fully exercised the powers of the Procuracy in practicing the right to prosecute, supervising judicial activities and taking measures to combat injustice, mistakes and missed crimes.

In 2017, the Procuracy coordinated with functional agencies to classify and handle a large number of denunciations and reports of crimes; closely coordinated with the Investigation Agency to resolve 2,679 cases/2,798 defendants, focusing on resolving many complicated cases and cases of public interest; coordinated with prosecution agencies to identify 152 key cases; during the prosecution phase, 2,264 cases/2,312 defendants were handled under its jurisdiction.

There were no cases of suspension due to non-compliance; 343 mobile courts and 194 criminal courts were jointly organized to gain experience; there were no cases where the prosecutor prosecuted but the court declared the case not guilty; civil rights and human rights were regularly ensured.

The People's Procuracy at two levels has implemented a regime of daily, irregular and periodic supervision of detention, temporary detention and execution of criminal sentences to avoid overdue detention and temporary detention. It has focused on reviewing and organizing the execution of cases and matters that have been prolonged and caused public outrage, and improving the quality and effectiveness of the Procuracy's protests and recommendations for violations.

However, the Provincial People's Procuracy also frankly assessed that in the field of practicing the right to prosecute and supervise judicial activities in criminal and civil matters, there are still cases that have been annulled by higher courts; there are still cases of returning files for further investigation between the responsible prosecution agencies of the Procuracy; a number of cases of civil judgment enforcement and civil cases are still being resolved for a long time; there are still a few civil servants who have not strictly complied with civil service discipline, public service and internal order.

In 2018, the Provincial People's Procuracy plans to strive for 100% of cases of emergency arrest and temporary detention extension approved by the Procuracy to be prosecuted; not to allow cases of investigation suspension due to the defendant not committing a crime, or suspension of criminal liability for defendants in violation of regulations.

In addition, direct the drastic and synchronous implementation of solutions to effectively carry out the task of combating injustice, mistakes, and missed crimes, improve the quality and effectiveness of the practice of prosecution and supervision of judicial activities in the criminal field. Thereby, contributing to the protection of justice, human rights, civil rights and the socialist regime, contributing to maintaining social order and security.

Speaking at the conference, Mr. Bui Manh Cuong - Deputy Chief Justice of the Supreme People's Procuracy requested that in the coming time, the People's Procuracy at 2 levels of Nghe An province should continue to perform well the function of practicing the right to prosecute and supervise, in order to prevent injustice, mistakes, and missed crimes; innovate the work of organizing staff, focusing on enhancing the responsibility of prosecutors, especially the responsibility of leaders; consider the content of supervision in civil and administrative cases as an important task; prevent acts of violating judicial activities and corruption in positions occurring in judicial activities.

On this occasion, the Provincial People's Procuracy received the "Emulation Flag of the Procuracy Sector" from the Chief Prosecutor of the Supreme People's Procuracy and the "Emulation Flag of the Provincial People's Committee" from the Chairman of the Provincial People's Committee. In addition, many collectives and individuals of the Provincial People's Procuracy were awarded emulation flags, certificates of merit and titles.
