'Improving the effectiveness of administrative reform'

(Baonghean) - Comrade Tran Thanh Thuy - Member of the Provincial Party Committee, Director of Nghe An Telecommunications, candidate for the Provincial People's Council for the 2016 - 2021 term in constituency No. 1, Vinh City.

Being nominated as a candidate for the Provincial People's Council for the 2016-2021 term, I consider this an honor and an opportunity for me to grow and contribute more to society and my hometown Nghe An in particular. If elected by voters as a delegate to the Provincial People's Council, based on my knowledge and work experience, my action plan will focus on the following contents:

Firstly: actively participate in the development of long-term, medium-term and annual socio-economic development plans of the province, planning and development plans for sectors and fields in the province, especially in the fields of Post, Telecommunications and IT.

Second: actively and effectively participate in the process of building and perfecting policy mechanisms to create a favorable environment for investment and business in the province.

Third: proactively propose solutions in the process of building policy mechanisms as well as closely monitoring the results of administrative reforms at all levels, specifically:

- Mechanisms and policies to implement the review, simplification and abolition of unnecessary administrative procedures, creating all favorable conditions, reducing time and costs for businesses and people, especially administrative procedures related to business environment rankings, competitiveness in accordance with regional and international standards, in accordance with the goals and roadmap of the Government and the province.

- Mechanisms and policies to strengthen discipline, order, coordination, inspection and examination in the implementation of administrative procedures.

- Mechanisms and policies to evaluate, rank and publicize the results of administrative reform implementation, annual administrative satisfaction index of sectors and localities so that the evaluation results objectively and honestly reflect the effectiveness of administrative reform.

- Promote the application of IT in state management, especially in handling administrative procedures and providing online public services in areas of urgent need for people and businesses. Participate in the promulgation of specific policies and measures to encourage and mobilize economic sectors to participate in providing public services in the area.

Fourth: with many years of experience in business management, I will effectively participate in the Provincial People's Council's decision on policy mechanisms, measures to manage, use and develop human resources, training programs, create jobs, improve labor productivity, increase income and improve working conditions, ensure labor safety and hygiene, policy mechanisms to attract and encourage highly qualified workers, support businesses in applying science and technology to increase productivity and efficiency in operations.

Fifth: with the supervision work, I will focus on the urgent issues that need to be resolved in a drastic, fundamental and effective manner such as: food safety and hygiene; combating illegal business activities, smuggling and trade fraud, counterfeit goods, and fake goods; strengthening the state management of trade by all levels of government in the province to both ensure a healthy competitive environment for businesses and ensure the legitimate rights of the people.

I will also regularly stay close to the locality, be close to and listen to the thoughts and aspirations of voters, actively propose that all levels and sectors respond to and resolve voters' petitions in a timely and complete manner according to regulations; constantly cultivate moral qualities, enhance political capacity, professional qualifications, and operational skills, and perform well the functions and tasks of a people's representative as a representative of the will and aspirations of the people, contributing to the development of my homeland.
