Improving the effectiveness of fire prevention and firefighting efforts.

(Baonghean.vn) - On the morning of December 15th, the Standing Committee of the Provincial Party Committee, chaired by Comrade Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, held a working session with the Party Committee and Board of Directors of the Nghe An Provincial Fire Prevention and Fighting Police. Also present were Comrade Le Xuan Dai - Member of the Standing Committee and Vice Chairman of the Provincial People's Committee, members of the Provincial Party Committee Standing Committee, and leaders of various departments and agencies.

According to statistics from the Nghe An Provincial Fire Prevention and Control Police, in 2014, there were 57 fires in the province, resulting in 5 deaths, 7 injuries, nearly 16 billion VND in damages, and the burning of over 147 hectares of forest. Of these, since its establishment (August 2014), the Fire Prevention and Control Police have recorded 22 fires, resulting in 4 deaths, 6 injuries, and estimated property damage of 5.6 billion VND; during this period, there were also 8 accidents related to rescue operations, resulting in 5 deaths and 27 injuries.

Since its establishment, the Party Committee of the Fire Prevention and Control Police has focused on directing units to strengthen the work of gathering information, forecasting, analyzing, and evaluating situations related to fire prevention and control and rescue operations. The provincial Fire Prevention and Control Police have established 17 inter-agency inspection teams, inspected 478 establishments, recorded violations, and processed 71 cases, collecting nearly 244 million VND for the state budget. In addition, the Fire Prevention and Control Police force has conducted fire safety assessments and approvals for 12 construction projects; accepted 9 projects, and approved 18 locations for building constructions that meet fire safety standards. The Fire Prevention and Control Police force has deployed 128 vehicles with 804 personnel to promptly extinguish fires, protecting the lives and property of the people. Currently, the Party Committee of the provincial Fire Prevention and Control Police has 152 Party members, operating in 11 subordinate Party branches. Party building, mass organization building, and force building work are carried out in accordance with regulations.

Speaking at the meeting, representatives from various agencies and departments affirmed that the Fire Prevention and Fighting Police force plays a crucial role in the current development phase. In particular, the province currently has 10,000 establishments under fire safety management, of which more than 2,000 operate in conditions posing a fire and explosion hazard. Therefore, investing in and supporting the fire prevention and fighting force with equipment and technology is essential. In addition, the provincial Fire Prevention and Fighting Police also needs to effectively implement administrative reforms, ensuring fire safety while simultaneously creating favorable conditions for investors and businesses. The opinions also agreed with the Fire Prevention and Fighting Police leadership's proposal to support the procurement of equipment and facilities for fire prevention and fighting work.

Speaking at the meeting, Comrade Tran Hong Chau commended and highly appreciated the professional activities and work results of the Provincial Fire Prevention and Control Police. He affirmed that, despite being established for only over 4 months, inheriting and promoting the traditions of the ngành, the Fire Prevention and Control Police force has promptly streamlined its organizational structure. Based on that, it has directed and led the unit to closely monitor the situation and developments, advising the Party Committee and the government on fire prevention and control work in the area. The force has effectively organized state management of fire prevention and control and handled fire and explosion incidents effectively. Party building and force building have been given attention. Comrade Tran Hong Chau also shared the difficulties faced by the Fire Prevention and Control Police due to the unit's recent establishment, the lack of facilities, and objectively, the limited awareness of fire prevention and control among many businesses, investors, and some citizens, which makes fire prevention and control work challenging.

The Chairman of the Provincial People's Council requested that the Fire Prevention and Control Police proactively advise and propose to the Party Committee and the government to complete the planning of the fire prevention and rescue network in terms of infrastructure and technical equipment according to the roadmap from now until 2020. They should develop a coordination mechanism with other forces; strengthen propaganda on fire prevention and control, rescue and relief, and provide training to improve professional skills and equip various segments of society with knowledge. They should deploy forces quickly and promptly, and provide scientific guidance to minimize potential damage. They should also strengthen inspection, supervision, and handling of violations. Comrade Tran Hong Chau requested that the Party Committee and the Board of Directors of the Fire Prevention and Control Police strengthen political and ideological education for cadres and Party members, and continue studying Directive 03 and Resolution 04 to build a strong Party organization.

Regarding the recommendations and proposals, the Standing Deputy Secretary of the Provincial Party Committee fully agreed in principle and requested the Fire Prevention and Control Police to prepare a dossier and plan to submit to the Provincial People's Committee for resolution.
