Improve the effectiveness of inspection work, citizen reception, complaint and denunciation settlement and corruption prevention and control.
On the afternoon of December 9, the Provincial People's Committee held a conference to review the work of inspection, citizen reception, complaint and denunciation settlement, and anti-corruption and negativity in 2024, and deploy tasks for 2025.
The conference was co-chaired by comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and comrade Chu The Huyen - Member of the Provincial Party Executive Committee, Chief Inspector of the province.

Many violations were clarified
In 2024, the Inspectorate will focus on synchronously implementing tasks under the direction of the Government Inspectorate, the Provincial Party Committee, and the Provincial People's Council. Despite the large workload, including many unexpected tasks, the Provincial People's Committee has directed the Inspectorate to successfully complete the assigned tasks.
As a result, regarding administrative inspection, in 2024, the Inspection sector conducted 255 inspections. Thereby, violations of more than VND 94.1 billion and 7,039 million were detected.2land, recovered more than 56.3 billion VND and 7,039m2land; recommend administrative handling of 101 organizations and 524 individuals with violations; transfer 1 case to the investigation agency.

The whole industry conducted 534 specialized inspections and checks, focusing mainly on the following areas: Natural resources and environment, agriculture, health, traffic and transportation. Through specialized inspections, 874 organizations and individuals were found to have violated the law, 841 decisions were issued to sanction administrative violations with a fine of 5.736 billion VND, 5.626 billion VND was collected; 1 case was transferred to the investigation agency.

In 2024, the whole industry also conducted 86 public service inspections, inspections of the responsibilities of leaders at all levels and sectors in implementing legal regulations on inspection; to date, conclusions have been issued for 61 inspections at 114 units. Through inspections, recommendations were made to review and draw lessons for 195 organizations and 611 individuals with violations.
In addition, in 2024, the province received 5,258 citizens, with 6,154 citizens coming to complain, denounce and make recommendations, reflecting, down 2.7% compared to the same period in 2023. Administrative agencies also received 9,857 petitions of all kinds, thereby processing 9,847 petitions, of which 8,341 petitions were eligible for processing, accounting for 84.7% of the total number of petitions processed; there were 5,664 petitions with 5,153 cases under the jurisdiction of state administrative agencies.
Regarding anti-corruption work, during the period, investigation agencies at all levels in the province accepted to investigate 29/135 defendants; 25 cases/133 defendants were accepted and resolved by the Procuracy at two levels; 28 cases/140 corruption defendants were accepted by the People's Court at all levels...

Currently, Nghe An province has 40 state inspection agencies, including the Provincial Inspectorate, 21 district, town and city inspection agencies and 18 specialized inspection agencies with a total of 276 cadres, civil servants and employees, including 84 chief inspectors, 143 inspectors and 49 other civil servants.
Improve work efficiency in 2025
In their speeches at the conference, many delegates also pointed out the shortcomings and limitations in the work of inspection, citizen reception, complaint and denunciation settlement, and anti-corruption and negativity in 2024. In particular, some units at the department and district levels have not developed inspection plans that closely follow the instructions of superiors; there is still a situation of overlapping inspection subjects; some inspections have not been carried out in accordance with the correct processes and procedures; leaders of some units and localities have not paid attention to directing the post-inspection handling work...

Regarding the process of handling complaints and denunciations, the heads of some agencies have not really paid attention to organizing dialogues to listen to citizens' opinions and wishes, leading to the resolution of prolonged and complicated cases. In the province, there are also a number of complicated and prolonged cases, such as those related to compensation and site clearance for the project to upgrade and expand National Highway 1A; The case reflects a number of violations in the planning, implementation and execution of the Vinh Hang Ecological Cemetery Park Project in Hung Tay Commune (Hung Nguyen)...
Regarding the work of preventing and combating corruption, although some preventive solutions have achieved initial results, they have not really brought about clear results. The handling of responsibilities of leaders when corruption and negativity occur is not much, not reflecting the true situation; the situation of "petty corruption", harassment, causing trouble for people and businesses has not been effectively prevented... The verification of assets and income still has many difficulties, obstacles, is difficult to implement, and takes a lot of time and effort.

Speaking at the conference, comrade Le Hong Vinh requested the Provincial Inspectorate to develop an Inspection Plan for 2025 in accordance with the provisions of the Inspection Law 2022 and the guidance of the Government Inspectorate. The construction inspection plan must be appropriate.and focus on sensitive areas where violations are likely to occur; strengthen public inspection and inspection of the responsibility of heads in complying with the law on inspection and handling complaints and denunciations. The implementation of the inspection plan must be in accordance with the law, flexible, creative, suitable to the actual situation and ensure quality and progress; strengthen monitoring, urging, and checking the implementation of the Inspection Plan; improve the quality and effectiveness of inspection activities; ensure discipline and administrative discipline for the team of inspection officers and civil servants...
Proactively conduct inspections in all areas according to the approved plan. Effectively prevent harassment and inconvenience to people and businesses in the performance of their work. Early detection and strict handling of individuals with harassment and negative behavior, not allowing petitions, complaints, denunciations to go beyond the level of authority, to drag on...

At the conference, authorized by the Prime Minister, comrade Le Hong Vinh awarded the Prime Minister's Certificate of Merit to comrade Thai Quang Huy - Deputy Head of Professional Department 1, Provincial Inspectorate.
The Provincial People's Committee also awarded the 2023 Emulation Flag to the Department of Supervision, Inspection and Post-Inspection Handling (Department of Professional Affairs 5); awarded the title of Provincial Emulation Fighter in 2023 to comrade Tran Huy Chung - Deputy Head of Department of Professional Affairs 4.
The Provincial People's Committee also awarded the title of excellent labor collective to the Provincial Inspectorate Office and Certificates of Merit to 2 individuals with outstanding achievements in 2024.
