Enhancing the effectiveness of the Central Theoretical Council

According to the Standing Committee's report, thanks to the innovation in content and methods of operation, proactively adhering to the work program of the 11th Central Committee, and promptly improving the organizational and personnel work, assigning the right people to the right jobs, functions, and tasks, the effectiveness of the Central Theoretical Council's work has seen positive changes.
In the first six months of 2013, the Central Theoretical Council conducted research to prepare advisory reports for the Central Committee, the Politburo, and the Secretariat on strengthening the Party's leadership over mass mobilization; continuing to innovate and improve the political system; responding to climate change; and protecting natural resources and the environment.
Along with actively preparing topics in the research and study program of the Politburo and the Secretariat of the 11th Party Congress, the Central Theoretical Council has strengthened theoretical struggle and promoted the implementation of topics in the political theory scientific research program for the period 2011-2015...
In the coming period, the Central Theoretical Council will focus on improving the quality of its advice on four issues: the National Defense Strategy; the development of an advanced culture imbued with national identity; the summarization of some theoretical and practical issues over 30 years of reform; and the preparation of documents to be submitted to the 12th National Congress of the Party.
General Secretary Nguyen Phu Trong commended the Central Theoretical Council for having relatively successfully completed its assigned tasks in a short period of time, conducting research, providing consultancy, and preparing specialized reports for Central Committee meetings, organizing domestic and international theoretical seminars, innovating working methods and procedures, building a good working environment, and fostering close cooperation within the Council, as well as between the Council and agencies, ministries, and localities.
Suggesting key areas for discussion, General Secretary Nguyen Phu Trong emphasized the need to improve the quality and effectiveness of all aspects of the Central Theoretical Council's work, ensuring that the achievements have a widespread impact, are recognized, and are utilized effectively.
The General Secretary pointed out that the central and key task of the Central Theoretical Council in the coming period is to focus on effectively carrying out a number of main tasks, prioritizing research and consultation on some fundamental theoretical issues, serving as a basis for formulating the Party's guidelines and policies. This includes focusing on summarizing 30 years of reform, preparing documents for the 12th National Congress, reviewing the first half of the 11th term, and discussing the medium-term socio-economic development program until the end of the term; summarizing theoretical work (according to Resolution 01 of the Politburo - 1992)... and addressing new practical issues arising in the construction and development of the country, reform, and international integration.
The advisory work should focus on providing theoretical foundations and scientific grounds, based on Marxism-Leninism and Ho Chi Minh Thought. In addition, the Council needs to pay more attention to better debating and exchanging views on issues where there are differing opinions, and refuting erroneous viewpoints.
The General Secretary emphasized that, having been entrusted with the responsibility of overseeing basic political theory research programs and projects, the Central Theoretical Council needs to play a central role in synthesizing, refining, and analyzing research results, drawing out the latest arguments to report to the Politburo and the Secretariat, identifying driving forces for development in the new period, and serving as a basis for formulating the Party's policies and resolutions.
The General Secretary requested the Central Theoretical Council to continue improving the quality of thematic reports submitted to the Central Committee, the Politburo, and the Secretariat, and to assist in the training of high-ranking officials... The organization of domestic and international theoretical seminars needs to be further improved and innovated, focusing on practical issues with clear priorities.
The General Secretary noted that the Central Theoretical Council needs to organize its work well, bring all aspects of its work into order, regularity, and effectiveness, and build a democratic, disciplined, and civilized Council body...
General Secretary Nguyen Phu Trong expressed confidence that, with the achievements made so far, the Central Theoretical Council will make new strides in all aspects of its work in the coming period.
