The Law amending and supplementing a number of articles of the Law on Civil Judgment Enforcement (THADS) of 2008 was passed by the 13th National Assembly at its 8th session and came into effect on July 1, 2015 (hereinafter referred to as the Law). The Law amended 55 out of 183 articles compared to the current Law on Judgment Enforcement, including amending 47 articles, repealing 6 articles, and adding 3 articles. The basic contents amended and supplemented include the rights and obligations of parties in civil judgment enforcement; the proactive issuance of judgment enforcement decisions or requests; the verification of judgment enforcement conditions and the determination of non-enforcement conditions; and measures to ensure judgment enforcement...

Furthermore, the Law also clarifies the roles, duties, and powers of the People's Committees, People's Courts, and People's Procuracies in the enforcement of judgments. These regulations will create favorable conditions for the judgment enforcement agencies to better fulfill their political nhiệm vụ. In addition, they will address existing limitations and shortcomings, and further improve regulations on coordinating judgment enforcement to gradually enhance the effectiveness of judgment enforcement activities.

Regarding the results of civil judgment enforcement, from October 1, 2014 to March 31, 2015, the enforcement agency handled a total of 530,970 cases, resolving 214,072 cases, achieving a rate of 54.97% compared to the same period. In terms of money, 102,021 billion VND was handled, an increase of 28,439 billion VND compared to the same period, and 16,105 billion VND was resolved. Regarding the enforcement of judgments related to revenue collection for the State budget, 149,019 cases were resolved, corresponding to 548 billion VND, achieving a rate of 65.24% in terms of cases and 31.94% in terms of money...

However, the enforcement of judgments in the past period still has many limitations and shortcomings, such as the lack of breakthroughs in judgment enforcement results, a large number of cases that are eligible for enforcement but have not been completed, a relatively large number of officials being disciplined, and many prolonged complaints and denunciations that have not been thoroughly resolved, causing public dissatisfaction... The conference implemented many solutions to achieve the assigned targets and tasks for the last six months of 2015.

In the afternoon, the conference continued its work to hear presentations from delegates on specialized topics and opinions from representatives of various departments, agencies, and localities regarding the work of civil judgment enforcement.
