Receiving citizens is one of the important and regular tasks of the National Assembly delegation and the Provincial People's Council, as well as individual National Assembly and Provincial People's Council representatives. This is also a way for citizens to exercise their right to participate in the management of the State and society.

In practice, during the past period of receiving citizens' complaints, the National Assembly delegation and the Provincial People's Council, as well as National Assembly and People's Council representatives, not only listened to citizens' opinions and suggestions but also spent time disseminating and explaining the Party's guidelines and policies, and the State's laws and regulations; coordinating and encouraging competent agencies, organizations, and individuals to clarify citizens' concerns, aspirations, suggestions, and complaints in accordance with regulations, and protecting the legitimate rights and interests of citizens. However, the implementation of citizen reception and handling of complaints and denunciations has not achieved the desired results, especially in monitoring and urging competent agencies to resolve citizens' complaints and denunciations according to the correct procedures and within the legally prescribed time. Some citizens who submit complaints and denunciations to the National Assembly Delegation and the Provincial People's Council do not fully understand the functions, duties, and powers of the National Assembly Delegation and the Provincial People's Council in the field of receiving citizens and handling complaints and denunciations.

Aware of the importance of improving the efficiency of citizen reception and monitoring the handling of complaints and denunciations from citizens in the province, the National Assembly Delegation and the Standing Committee of the Provincial People's Council have developed and issued the Project "Receiving Citizens and Handling Complaints and Denunciations from Citizens," along with the Regulations and Rules for Citizen Reception.

According to the Regulations on Receiving Citizens' Complaints, the main content of receiving citizens' complaints by the National Assembly Delegation and the Standing Committee of the Provincial People's Council is to disseminate information, provide guidance, and explain the Party's policies and the State's laws to citizens, thereby raising their awareness to live and work in accordance with the Constitution and the Law; at the same time, to urge all levels and sectors to resolve citizens' complaints and denunciations in accordance with the prescribed procedures and timeframes; and to organize general supervision of the situation regarding the resolution and handling of citizens' complaints and denunciations, or to conduct thematic supervision of individual cases at all levels and sectors. The National Assembly Delegation and the Provincial People's Council are responsible for receiving citizens' complaints and denunciations and forwarding them to the competent agencies and organizations for resolution, but they are not the agencies directly responsible for researching and resolving the issues and cases that citizens complain about. The citizen reception sessions held by the National Assembly Delegation and the Standing Committee of the Provincial People's Council are, ultimately, a unique form of voter outreach at the office of the National Assembly Delegation and the Provincial People's Council (No. 16, Truong Thi Street, Vinh City, Nghe An Province). These sessions are held regularly on the 10th of each month (if it falls on a holiday or weekend, it will be moved to the following day). The first citizen reception session began on October 10, 2011. The participants mainly consist of National Assembly and Provincial People's Council representatives, and representatives from the Provincial Fatherland Front Committee (with the possibility of representatives from the Provincial People's Committee, relevant departments, and districts involved in the citizens' feedback, suggestions, complaints, or denunciations).

The issuance and implementation of the "Receiving Citizens and Handling Complaints and Denunciations" Project affirms respect for the people's right to self-governance, strengthens the relationship between the people and the National Assembly Delegation and the Provincial People's Council, as well as National Assembly and People's Council representatives – those who represent the will and aspirations of the people. It contributes to resolving pressing, prominent issues and conflicts in society, maintaining political security, social order and safety, and striving for the common goal of "A prosperous people, a strong nation, democracy, fairness, and civilization."
