Improving business management capacity from entrepreneur training

(Baonghean) - Implementing Decision No. 4892/QD-UBND dated December 5, 2012 approving the Project on training Nghe An businessmen for the period 2012 - 2015, with a view to 2020, over the past 4 years, the Center for Investment Promotion and Development Consulting under the Department of Planning and Investment has coordinated with Nghe An University of Economics, Business Associations, businessmen and related units to successfully organize 35 training courses for businessmen in the area for 3,317 participants.

Enterprises have attended 11 business start-up classes, 19 business administration classes and especially 5 specialized management classes - Business Executive Director - CEO. The assigned plan of the project is to organize 32 classes, with a minimum of 1,600 students; including 12 business start-up classes and 20 business administration classes. In addition, 5 business administration classes were organized by the Northern Center for Supporting Small and Medium Enterprise Development (Department of Enterprise Development, Ministry of Planning and Investment) and 1 class on corporate tax knowledge organized by FAC Hanoi Finance and Accounting Consulting Co., Ltd. with 642 students attending.

The highlight is that the team of lecturers invited to participate in the training courses are leading experts in economics, business administration, etc. from major universities in the country and internationally. Most of the opinions of the businesses attending the courses are satisfied with the accumulation and improvement of awareness and information from the training courses. In each training course, the class organizers invite representatives of relevant departments, branches and sectors to participate in direct dialogue, together to remove difficulties and obstacles for businesses.

The content of the training courses for the basic business team ensures the project's objectives; that is, providing information, knowledge, leadership skills, and business management. The specialized business management training courses for CEOs are held in 28 sessions with many topics necessary for businesses in the current period. The classes are held on holidays, creating maximum convenience for students in terms of time. Therefore, the number of students participating exceeds the plan. The course costs are socialized (the provincial budget supports 40%; the Olympia Top School Scholarship Fund "the unit contracted to organize the course" supports 5% of the course costs; students contribute 55%). These are courses that have been highly appreciated by the business community of the province for their organization, content, and quality of the teaching staff.

Immediately after the Project on training a team of entrepreneurs was approved by the Provincial People's Committee, the Department of Planning and Investment issued a specific document guiding relevant units on the organization of training classes for entrepreneurs, and coordinated with Nghe An University of Economics; business associations, entrepreneurs and relevant units to unify the content and implementation program of the project. Organize work with relevant units and partners in training and fostering a team of entrepreneurs, specifically: Strengthen coordination, work and cooperation with the Department of Enterprise Development (Ministry of Planning and Investment); Department of Enterprise Finance (Ministry of Finance); Center for Supporting the Development of Small and Medium Enterprises in the North in mobilizing funding sources and supporting the organization of training classes for businesses and entrepreneurs in Nghe An province; coordinate with Top Olympia Business School and training units to organize training classes, consulting channels for businesses in the province, and introduce sources of lecturers to associations. Ensuring the implementation process is close to and in line with the project's objectives, while providing learners with essential knowledge.

The unit has done a good job of propagating and transmitting information about the content and training program for businesses and entrepreneurs, and related activities of the project, which have been updated regularly and continuously; opening wide communication channels to businesses and entrepreneurs interested in learning on the specialized page "Training the team of entrepreneurs in Nghe An province", the province's Electronic Information Portal and the website of the Department of Planning and Investment (http://khdt.nghean.gov.vn).

The Department of Planning and Investment has also coordinated with Nghe An Newspaper and the provincial Radio and Television Station to promote the project and report on the content of the courses; thereby widely informing the business community and people about the policies and specific activities of the Project to train a team of entrepreneurs.

In the implementation of the Project on training the team of entrepreneurs in Nghe An province, besides the achieved results, there are still some issues that need to be considered and solutions to overcome in the coming time. These are: The organization of some classes is still limited in enrollment, leading to a small number of participants; the learning spirit and awareness of participating in training courses of some entrepreneurs are still passive, not really determining the need to participate in training, so organizing training courses according to the plan has certain difficulties; In the implementation process, regarding the standards being implemented according to Joint Circular No. 04/2014/TTLT-BKHĐT-BTC of the Ministry of Planning and Investment, the Ministry of Finance on Guidance on supporting training and fostering human resources for small and medium enterprises; the standards for lecturers are too low compared to actual costs.

In the coming time, the Department of Planning and Investment will continue to advise the Provincial People's Committee to approve the Plan for developing and training a team of entrepreneurs associated with improving the competitiveness and integration capacity of enterprises in Nghe An province for the period 2016 - 2020, with a view to 2025. Making the training of entrepreneurs one of the priority tasks of the province, at the same time, an effective solution to strongly develop the team of enterprises and entrepreneurs of the province to be strong in both quantity and quality, capable of planning business strategies, socially responsible, with sufficient capacity and qualifications to lead and manage enterprises effectively; highly competitive in the context of increasingly deep economic and international integration as today, contributing to the budget revenue and creating many jobs for workers in the area.
