Enhancing the capacity for social consultation, critique, and assessment.

(Baonghean.vn) - On the afternoon of October 10th, the Nghe An Union of Science and Technology Associations organized a workshop on enhancing the capacity for social consultation, critique, and assessment in implementing Decision No. 60/2014/QD-UBND. Dr. Tran Cong Duong - Member of the Provincial Party Committee Standing Committee, Chief of the Provincial Party Committee Office, and Chairman of the Nghe An Union of Science and Technology Associations - chaired the workshop. Attendees included Mr. Ho Quang Thanh – Provincial Party Committee Member, Director of the Department of Information and Communications; representatives from member associations, scientific agencies, and scientists.

Overview of the workshop

Social consultation, critique, and assessment are among the important tasks assigned by the Party and State to the Vietnam Union of Science and Technology Associations and its member associations. Social critique and assessment have a positive impact, contributing to the prevention of negative practices in the development and implementation of investment programs and projects. However, due to the lack of comprehensive and specific legal documents and the limited capacity of the Union and its member associations, this has not been fully achieved. The urgent issue now is to enhance the capacity of the Union, its member associations, and socio-political organizations to meet the requirements of social consultation, critique, and assessment, ensuring that these activities are conducted systematically and produce high-quality reports that contribute positively to the socio-economic development of the province both now and in the future.

The Regulations on the Consulting, Review, and Social Assessment Activities of the Union of Science and Technology Associations of Nghe An Province (Decision No. 60/2014/QD-UBND) consist of 3 Chapters and 14 Articles. These regulations cover important policies and guidelines of the Provincial Party Committee, as well as major programs and projects in science and technology, education and training, and policies for building and developing the intellectual workforce, all of which fall under the authority of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee for decision and approval.

In addition to common points, the regulations on social consultation, review, and supervision also specify the types of projects that must undergo social consultation, review, and assessment, the process for conducting social consultation, review, and assessment, the responsibilities of various levels and sectors, and the responsibilities of the commissioning organizations.

At the workshop, representatives from various departments and association members contributed many ideas to ensure that the decisions are implemented promptly. Concluding the workshop, Comrade Tran Cong Duong emphasized the role of critical feedback in social life and expressed his hope that specialized associations would further develop their roles in their respective fields to effectively carry out this feedback process.
