Raising awareness of traffic safety by taking behavioral change as a criterion for evaluating results
Ministries, branches, units and localities raise awareness and responsibility of cadres, party members and people in ensuring traffic order and safety in the direction of taking behavioral changes as criteria for evaluating results.
The Government Office issued Notice 22/TB-VPCP dated January 19, 2024, concluding the conclusion of Deputy Prime Minister Tran Luu Quang - Chairman of the National Traffic Safety Committee at the Conference to review the work of ensuring traffic order and safety in 2023 and deploy tasks for 2024.
Accordingly, in 2024, the socio-economic situation is forecasted to continue to grow, transportation demand and traffic volume will increase, posing many challenges, requiring greater focus and efforts in ensuring traffic order and safety.

To continue effectively implementing the directions of the Central Government and the Government, the Deputy Prime Minister requested ministries, branches, units and localities to, based on their functions, tasks, actual conditions and the tasks in the National Traffic Safety Committee's annual traffic safety plan with the theme "Respecting the law to build a culture of safe traffic", focus on implementing key tasks.
Synthesize good models and effective methods in ensuring traffic order and safety to share and disseminate.
Specifically, improve the effectiveness and efficiency of leadership, direction and coordination; first of all, strengthen inspection and supervision of the implementation of Directive No. 23-CT/TW, Resolution No. 48/NQ-CP, Resolution No. 149/NQ-CP, Directive No. 10/CT-TTg, Directive No. 31/CT-TTg; continue to improve the functions and tasks, improve the effectiveness and efficiency of the National Traffic Safety Committee and Traffic Safety Committees of provinces and centrally run cities to meet the requirements in the new situation.
The Ministry of Public Security shall preside over and coordinate with the National Traffic Safety Committee and relevant agencies to draft a Directive of the Prime Minister on handling responsibilities for cadres, civil servants, public employees, and soldiers working in the armed forces who violate laws on traffic order and safety (violations of alcohol concentration; failure to cooperate with authorities in handling violations, etc.).
The National Traffic Safety Committee synthesizes good models and effective methods in ensuring traffic order and safety to share and disseminate to units and localities for implementation, in order to improve the effectiveness of ensuring traffic order and safety.
Build and perfect institutions, mechanisms, legal policies and regulations related to ensuring traffic order and safety, in order to promptly and effectively apply the achievements of the fourth industrial revolution into practice; integrate the goal of ensuring traffic order and safety into national sectoral planning, regional and provincial planning, land use planning, urban and rural construction and specialized planning on transportation.
Ensuring the quality of key transport infrastructure investment projects
Ministries, branches, units and localities ensure the progress and quality of key transport infrastructure investment projects; implement tasks to improve traffic safety conditions for exploited transport infrastructure, such as strengthening traffic safety inspection and assessment, handling black spots and potential traffic accident spots, eliminating illegally opened paths across railways; preventing and handling encroachment on maritime routes and inland waterways; protecting the safety of airspace clearance of access routes and flight areas of airports.
In particular, the Ministry of Transport focuses on directing units under the Ministry and contractors to speed up progress and ensure the quality of key transport infrastructure investment projects, especially the North-South Expressway; promptly review and handle black spots and potential traffic accident spots according to regulations when receiving information from the Traffic Police, press agencies and people.
Investors of traffic construction projects are required to proactively control the load of motor vehicles serving construction at the project; have plans to organize safe traffic, promptly regulate and divert traffic to overcome traffic congestion, and prevent unsafe situations at the scene when incidents occur on the route.
Improve the quality of technical safety and environmental protection of means of transport; complete the system of standards and technical regulations for means, components, materials and infrastructure to facilitate production, business and circulation of environmentally friendly means.
Restructuring transport, increasing market share of railway, inland waterway, maritime and air transport, gradually reducing dependence on roads; speeding up investment and development of public transport systems in urban and inter-provincial areas. Studying incentive and support mechanisms for student pick-up and drop-off services, especially for primary and secondary school students.
Persistently build a culture of safe traffic
Ministries, branches, units and localities must persistently build a culture of safe traffic for organizations and individuals in the process of building and enforcing laws, providing traffic infrastructure, means and transportation services and participating in traffic; innovate propaganda, dissemination and education of laws; raise awareness and responsibility of cadres, party members and people in ensuring traffic order and safety in the direction of taking behavioral changes as criteria for evaluating results; promote propaganda on social networks and digital infrastructure with content suitable for each subject, region, area and ethnicity; guide the integration of traffic order and safety goals into programs and activities of agencies, units, schools and transport enterprises.
The National Traffic Safety Committee coordinates with relevant ministries and branches to organize propaganda and communication activities on ensuring traffic order and safety closely following the theme of Traffic Safety Year 2024 "Rule of law to build a culture of safe traffic"; strengthen international cooperation, research, survey, and learn from the experience of traffic safety work of advanced countries to report to competent authorities for application to our country, aiming to maintain sustainable traffic order and safety.
Member agencies of the National Traffic Safety Committee, local Traffic Safety Committees and news agencies and press agencies promote propaganda and education on traffic order and safety laws, be flexible in organizing propaganda activities on digital infrastructure; apply new, highly interactive technological solutions to improve the quality and effectiveness of communication work on ensuring traffic order and safety.
It is recommended that ministries, branches and localities thoroughly disseminate and direct cadres, civil servants, public employees, party members, workers and soldiers working in the armed forces at their units and localities to be exemplary in complying with legal regulations on traffic order and safety, absolutely not driving after drinking alcohol; resolutely and strictly handle violations in accordance with legal regulations.
Enhanced violation handling through data collected from specialized technical equipment
Ministries, branches, units and localities continue to improve the capacity and effectiveness of management and operation in ensuring traffic order and safety of functional forces and units, especially in patrolling, controlling and handling traffic violations, registration, inspection, training, testing and licensing of people and vehicles; strengthen inspection, examination and handling of violations to ensure traffic order and safety; promote the exploitation and use of data processing systems from journey monitoring devices to serve transport management; enhance the application of information technology in managing, monitoring and handling violations of traffic order and safety, build a database on traffic order and safety, ensure the ability to connect and share databases between the transport sector, the police, health and finance to serve the work of ensuring traffic order and safety.
The Ministry of Public Security, the Ministry of Transport and the People's Committees of provinces and cities continue to invest in installing and connecting camera systems to support the handling of traffic violations and ensure security and order; strengthen the handling of violations through data collected from specialized technical equipment (cold fines) instead of direct handling methods to raise the awareness of traffic participants and prevent negativity in patrolling and handling violations; at the same time, the Ministry of Public Security continues to implement the general plan to control and handle violations according to topics and groups of behaviors that are direct causes of traffic accidents, such as violations of overloading, violations of cargo size and alcohol concentration, drugs, speed... according to the motto of 03 no's "No restricted areas - No exceptions - No holidays".
The Ministry of Transport shall strengthen inspection and examination of transport management, registration, training, testing, and licensing of people and vehicles; and strictly handle violations (if any).
