Raising awareness of the role of bailiff activities
(Baonghean.vn) - To prepare the content for the 3rd session of the 17th Provincial People's Council, term 2016 - 2021, scheduled to be held in mid-December, on the afternoon of November 11, the Provincial People's Council's Legal Committee had a meeting with the Vinh City Bailiff Office.
Also attending were representatives of the Department of Justice and the Provincial Civil Judgment Enforcement Agency.

Pursuant to Article 3 of Decree No. 61/2009/ND-CP dated July 24, 2009 of the Government regulating the functions and tasks of the Bailiff activities, the Vinh City Bailiff Office (established and put into operation in April 2014) has served nearly 10,000 documents (notices, summonses, invitations, decisions to bring cases to trial, judgments, decisions in the absence of litigants of the Court...) of 10 units: Provincial People's Court, Provincial Civil Judgment Enforcement Department and a number of districts, cities and towns.

The Office has also established 38 records, including recording the parties' agreements, handover of houses and assets, unlocking and unsealing; recording the acts of signing and pointing to commitments and agreements; recording the acts of handing over money; events of shareholders' meetings, members' councils... The Office has also directly organized the enforcement of 9 cases, contributing to "sharing the burden" for enforcement agencies at all levels.
At the meeting, the Legal Committee of the Provincial People's Council clarified a number of difficulties and obstacles in the process of performing bailiff service. These include some documents delivered by the Court and the enforcement agency with incorrect names and addresses, causing difficulties for the Office; there is no coordination from local authorities in delivering documents when the parties are absent or have unknown addresses or do not cooperate; awareness of the role and duties of bailiffs by many organizations, agencies, units and people is still limited...

At the meeting, Mr. Tran Dinh Toan - Deputy Head of the Legal Committee of the Provincial People's Council affirmed that the bailiff activities have been paid attention to by the National Assembly and the Government through the issuance of legal documents for implementation. However, this is a new field, so the awareness of all levels, sectors, agencies, units and people is still limited.
Therefore, it is recommended that the Office coordinate with agencies and organizations to strengthen propaganda work, raise awareness of the role and significance of bailiff work. Enhance the Office's initiative to bring bailiff activities into social life, contributing to reducing the workload for the Court, enforcement agencies and judiciary of wards, communes and towns./.
