Nghia Mai is the largest commune in Nghia Dan district, far from the district center, bordering Quy Hop district. The proportion of ethnic minorities accounts for more than 70% of the population. The leadership capacity and fighting strength of the party organization and each party cell are not really clear, one of the reasons is that the internal solidarity and consensus are not high; the leadership and direction methods of cadres and civil servants are not close and specific. After the congress for the 2020-2025 term, the commune cadre team was strengthened. The commune party secretary was transferred from another commune and the commune People's Committee chairman was newly elected. The most typical example is the two routes connecting National Highway 48E to the commune center, stretching 8 km, although there is no compensation fund, the Party Committee and the government have mobilized 220 affected households to agree to clear the land. The locality has also mobilized people to donate land, assets, and contribute money to build 2 km of concrete roads; build a number of economic models of livestock and crop farming in Gian village, Cao village, etc.

The Commune Party Committee also focused on leading Party cells, the Fatherland Front and mass organizations to implement solutions to develop Party members. In the first 6 months of the year, 4 Party members were admitted and 5 Party members are continuing to complete admission procedures.

It can be said that the close proximity to the grassroots, attention to the difficult areas and Party cells of the commune cadres has created motivation, trust, and a solid support for Party cells and Party cells to improve their leadership and direction capacity for movements. As shared by Comrade Cao Thi Lien - Secretary of the Mai Thinh Village Party Cell: In the Mai Thinh Village Party Cell, from having no kilometers of concrete road, in the first 6 months of 2021, more than 600m were built and the road system within the village was also upgraded and renovated by the people, creating convenient travel for the people. After nearly 10 years of not being able to recruit Party members, in the first 6 months of 2021, the Party Cell also sent 2 outstanding people to participate in the Party target class. Party cell activities have become more organized and Party members' sense of participation and contribution has become more enthusiastic and responsible. The leadership of the Party cell and Party cell always "takes the people as the root", all policies and movements are passed through the people and promote the people's strength.

Identifying the key to improving the leadership capacity and fighting strength of the Party organization is the team of cadres and party members; therefore, in Nghia Trung commune, in the past time, the Party Committee has proposed many measures to improve the quality of the team of cadres and civil servants. In addition to creating conditions for cadres and civil servants to participate in training courses with 100% having university degrees, 87% having intermediate political qualifications; Nghia Trung is interested in improving the spirit and attitude of responsibility of the team towards work and towards the people. Along with the team of cadres and civil servants at the commune level, the Party Committee is also interested in improving the quality of activities of local Party cells.

Comrade Phan Van Hien - Secretary of the Party Committee of Nghia Trung commune shared: In leadership and direction, the Party Committee and the government promote the initiative of sectors, fields and organizations in consulting; at the same time, the policies proposed by the Party Committee and the government are all specifically assigned and set out clear requirements on quality, volume and implementation time. The Party Committee maintains a weekly and monthly meeting regime; especially organizing flag-raising ceremonies at the beginning of the week to evaluate and review work, especially analyzing and regularly and promptly reminding cadres and civil servants who are negligent in their work or have people's feedback on their working spirit and attitude.

The work of developing party members is assigned to each party cell, commune-level organizations and each executive committee member. In the first 6 months of 2021 alone, the Nghia Trung commune Party Committee has admitted 5 new party members and is expected to admit 9 party members for the whole year.

Multiple synchronous solutions

Comrade Phan Tien Hai - Standing Deputy Secretary of Nghia Dan District Party Committee shared: Practice has proven that wherever the leadership capacity and fighting strength of the Party organization are good, there will be good movements; urgent issues, petitions, and reflections of the people are paid attention to and resolved, creating peace for the people to develop. Leadership capacity depends on many factors, such as the quality of the team; the ability to propose programs, resolutions, and key tasks that are close to local realities; having methods and ways of leading and directing resolutely, mobilizing the entire political system to participate; promoting the exemplary role of cadres and Party members, especially leaders, in performing assigned duties and tasks, in ethics and lifestyle...

In Nghia Dan district, in recent times, besides some party organizations that have clearly demonstrated their leadership capacity and fighting strength, there are still limited party organizations. The manifestation is that the issuance of policies and resolutions by party committees is not of high quality; the ability to apply, concretize and organize the implementation of policies and resolutions from higher levels is not effective; there is a lack of initiative in detecting, fighting and resolving complex problems arising from the grassroots level...

On the other hand, the quality of Party committee and Party cell activities is still limited; many Party cells cannot organize specialized activities according to regulations. The work of creating sources and developing Party members in residential Party cells still faces many difficulties, especially in special areas. Currently, Nghia Dan still has 2 hamlets without local Party members and 8 hamlets at risk of no longer having Party cells; some Party cells have not been able to recruit Party members for many years. Among cadres and Party members, some have limited working capacity, low sense of responsibility; overcoming the limitations and shortcomings pointed out after reviewing the results is not high...

To overcome the above shortcomings and limitations, Nghia Dan District Party Committee issued Project No. 01-DA/HU, dated July 7, 2021 on "Improving the leadership capacity and fighting strength of Party organizations and Party members, first of all from Party cells, for the period 2021 - 2025" with many groups of general solutions and for each specific type of Party organization. The most important focus is on innovating the leadership methods of Party committees and Party organizations; continuing to consolidate and perfect grassroots Party organizations; paying attention to planning, training, fostering, and evaluating cadres; strengthening inspection and supervision work. The Standing Committee of Nghia Dan District Party Committee also affirmed its determination to be ready to transfer and replace cadres in places where leadership capacity and fighting strength are limited, leading to weak or stagnant movements of the unit.

Improving the leadership capacity and fighting strength of the Party organization is identified as an important task and determines the quality and effectiveness of Party building work as well as leading the implementation of Party Congress resolutions at all levels in Nghia Dan district.
