Improving the quality of education through 'genuine learning and genuine testing'.
To sustainably maintain its ranking, Nghe An's education sector is implementing quality assessment and accreditation at all levels. This requires schools to practice "genuine learning, genuine testing, and genuine quality assessment."
Don't chase after achievements.
This school year, Mr. Dinh Thanh Tu, a science teacher at Nghi Duc Secondary School (Vinh City), is simultaneously teaching multiple grades from 7th to 9th grade, and he is aiming for 20-30% of his students in each class to achieve excellent academic performance.
To achieve these results, teacher Dinh Thanh Tu said: "Besides ensuring that the curriculum is covered after each lesson, we provide students with regular practice and correction of exercises. Students with weak or average academic performance receive tutoring and support. Teachers also have to regularly improve their professional skills through self-training. In addition, we must motivate, encourage, and inspire our students."

Last school year, in the 10th grade entrance exam, among more than 400 participating schools, Nghi Duc Secondary School (Vinh City) ranked 7th in the city and 26th in the province with an average score of 7.21 points.
This year, to ensure quality and meet or surpass the previous school year's commitment, the school aims for an average score of 7.3 points. Regarding the solutions, Principal Tran Viet Phuong stated: "We assign specific tasks to each teacher for each subject and each class to meet the standards committed to by the school principal with the City Department of Education and Training. In addition, we publicly disclose the contents of the commitment so that parents can cooperate in its implementation."
During the implementation of professional tasks, we require all subject teachers to standardize teaching and review content, preventing each teacher from employing their own methods. For mid-term and final exams, we use common questions, conduct common tests, and conduct cross-marking. The school's administration directly updates the scores to ensure objectivity and fairness. For daily assessments, we require teachers to update scores on the system no later than one week after the exam.
The school has an internal inspection program to check teachers' grading and updating of scores, preventing grading errors.
During the implementation process, we determined that there needed to be pressure to encourage teachers to do their best. However, the school had to work alongside them to overcome difficulties and obstacles.

In Con Cuong district, regarding solutions to move towards "Genuine learning, genuine testing," Mr. Nguyen Nam Giang - Deputy Head of the Department of Education and Training, said: Quality is the soul and honor of schools; therefore, in the process of implementing professional tasks, the Con Cuong Education Department emphasizes evaluating and surveying educational quality through external assessments. Currently, every year we conduct a general survey throughout the district in three subjects: Literature, Mathematics, and English, and the remaining subject will be randomly selected so that every teacher must be "ready to compete."
The exam preparation process is conducted objectively, with cross-examination and fair grading. Survey scores will be included in the semester exam scores to prevent complacency among teachers and students. After each exam, the district will analyze scores across the district, broken down by class, school, and teacher, and use this as a basis for requiring teachers to improve their teaching quality.
We can assess the quality probability of any grade level by organizing the test creation, grading, and announcement of results through digital transformation with software-based test creation and computer-based grading. In just 40 minutes, results can be publicly released objectively, honestly, and accurately.

The quality is inconsistent.
From 22nd place, Nghe An's education sector has risen 10 places in the 2024 high school graduation exam. This is the result of 4 years of Nghe An implementing solutions to ensure the quality of education at the high school level.
However, in orderquality of educationTo maintain long-term stability, the implementation of solutions must be fundamental and address the root causes. This means improving the quality of education at all levels, especially at the lower secondary level.

To effectively implement this initiative, at the beginning of this semester, for the first time, the Nghe An Department of Education organized a conference for all principals of junior high schools throughout the province.
At this conference, the achievements, difficulties, and shortcomings of lower secondary education were thoroughly examined and analyzed. For example, the results of the 10th grade entrance exam last academic year showed that the quality of education is uneven and there is a gap between different regions.
Specifically, although the average score for the 10th grade entrance exam was 17.87 points, the difference between regions was quite significant among the 20 districts, cities, and towns.
Of these, the locality with the highest score had 21.74 points, more than 10 points higher than the locality with the lowest score (9.73 points). Across the province, 11 localities had average scores lower than the provincial average.
This also led to disparities in scores across subjects, especially English, with the province-wide average score only reaching 4.75 points and only 8 units achieving scores above average.
Based on these figures, Mr. Nguyen Tien Dung - Head of the Secondary Education Department, Department of Education and Training, said: "We have analyzed various data to use different channels to analyze the quality of education in each locality and each school, such as entrance exam scores for grade 10, academic ranking results, conduct ranking, and the conditions ensuring teaching and learning in schools."

In reality, education in Nghe An still faces many difficulties. This has affected the improvement of teaching and learning quality in schools, especially the shortage of teachers, teachers teaching multiple subjects, and the lack of facilities and teaching equipment.
The education sector will work alongside schools and develop practical and effective solutions to address the difficulties faced by schools.
We also determined that the most important task for this academic year is to effectively implement the plan, while simultaneously addressing and verifying quality. These are also core issues to ensure comprehensive and sustainable quality of education in the long term.
Mr. Vo Van Mai - Deputy Director of the Department of Education and Training
