Improving legal dissemination skills for the judicial staff of Nghe An

The conference also introduced to the reportersLaw amending and supplementing the Law on Promulgation of Legal Documents in 2020(effective from January 1, 2021). After a period of application, the Law on Promulgation of Normative Documents 2015 has revealed shortcomings, so the promulgation of the 2020 Supplemental Law is essential to promptly remove difficulties and obstacles of ministries, branches and localities in the practice of law-making.

The 2020 Law has amended and supplemented 54 articles on content and 14 articles on technique compared to the 2015 Law. The Law has affirmed and regulated more specifically the mechanism to ensure the leadership of the Party; supplemented regulations on social criticism of the Vietnam Fatherland Front in the process of building and promulgating legal documents to be closer to reality and more suitable to the implementation process.

In addition, the conference also provided training on related content.propaganda skills, popularizing the lawsuch as: skills in developing an outline for a propaganda session; skills in conducting a propaganda session. Delegates are given specific instructions on: oral propaganda skills; drafting an outline for legal propaganda; integrating legal propaganda through mediation activities; and developing a plan for legal dissemination.
