Enhancing the Party's thinking, intelligence and mettle in the new era of development

On the morning of March 17, in Hanoi, the Central Propaganda and Mass Mobilization Commission coordinated with the Ho Chi Minh National Academy of Politics, the Communist Magazine, and the Central Theoretical Council to organize the national workshop "The Party's theoretical work and important research directions to 2030, with a vision to 2045".

The workshop aims to summarize 10 years of implementing Resolution No. 37-NQ/TW, dated October 9, 2014 of the Politburo (11th tenure) on "Theoretical work and research orientation to 2030"; evaluate the results achieved, and draw lessons.

On that basis, important research directions are proposed to serve the planning and implementation of strategic decisions, bringing about revolutionary changes, raising the level of the Party's theoretical work according to the guiding ideology of General Secretary To Lam, meeting the requirements of national construction, development and defense in the new era, the era of the Vietnamese people's rise.

In his speech at the Workshop, Politburo member and Permanent Secretary of the Secretariat Tran Cam Tu highly appreciated the significance and importance of the Workshop, especially in the context of the entire Party, the entire political system and the people of the whole country enthusiastically competing to achieve the socio-economic goals for 2025, striving to successfully complete the Resolution of the 13th National Congress of Delegates, preparing for Party Congresses at all levels, towards the 14th National Congress of the Party. In particular, preparing the mindset and aspirations to enter a new era of strong and prosperous development of the nation.

The Standing Secretariat said that the Party has paid great attention and issued many documents on improving the quality and effectiveness of theoretical work, typically Resolution No. 37-NQ/TW. Sectors, levels, and theoretical agencies at the central and local levels have promptly grasped and organized implementation, achieving a number of important results, contributing to affirming and deepening the sustainable value of Marxism-Leninism and Ho Chi Minh Thought, providing many scientific arguments to advise on planning the Party's policies and guidelines, making important contributions to the implementation of the Party's 40-year renewal policy.

However, according to the Standing Secretariat, in addition to the very proud achievements, theoretical work still has some limitations and shortcomings, has not met the expectations of practice, has not kept up with the developments of the situation, has not ensured the requirements, the role of being ahead and leading the way. Many theoretical issues have not been comprehensively studied and thoroughly resolved, some new and difficult issues have not been promptly clarified; the new discoveries, the quality of forecasting, supplementing, developing theories, the scientific content, and the creativity in some research works are not high.

In the context of the country entering a new era of development, opening up great opportunities but also posing many challenges, requiring constant innovation, improving the Party's thinking, intelligence and mettle, continuing to develop and perfect the theoretical system, to build strategic decisions, arouse and strongly promote the spirit and will of the Vietnamese people and the Vietnamese nation in the cause of protecting and developing the country.

“The requirements of the current innovation process require us to look straight at the truth, point out weaknesses, inadequacies, causes, clearly identify bottlenecks and knots in theory and theoretical awareness, regularly summarize practices, supplement and develop theories, research and point out new theoretical issues, what are the opportunities that need to be taken advantage of, what are the major challenges that need to be overcome, and what new elements of practice need to be supplemented, thereby proposing breakthrough solutions, creating strong momentum for national development in the new period,” the Standing Secretariat emphasized.

Standing member of the Secretariat Tran Cam Tu expressed his hope that scientists and experts attending the Workshop would be highly responsible and enthusiastic, focusing on discussing, exchanging, and carefully evaluating theoretical issues raised in the new context; as a basis for filtering, building, and advising on scientific arguments, serving the work of building and planning the Party's policies, contributing to supplementing and clarifying the process of building documents to be submitted to the 14th National Party Congress.

In his opening speech at the workshop, Mr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized: The Party's theoretical work has achieved many outstanding achievements, contributing to supplementing and basically perfecting the theoretical system on socialism and the path to socialism in Vietnam in the new period, clearly shown in the Vietnamese socialist model; the basic directions for building Vietnamese socialism; the pillars and major relationships reflecting issues of dialectical law in the process of building and developing the country and protecting the socialist Fatherland; the theory of building and rectifying the Party and a clean and strong political system; the theory of building and perfecting a socialist rule-of-law state of the people, by the people, for the people, under the leadership of the Party; the theory of developing Vietnamese culture and people; developing theories on national defense, security and foreign affairs; develop some theoretical issues in the practice of socio-economic development, implementing two "100-year" goals.

The work of education, propaganda and dissemination of theory has been focused on and promoted with many innovations, creativity and application of science and technology, contributing significantly to raising awareness of theory, political ideology, ethics and lifestyle for cadres, party members and people. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has had a clear change, being implemented comprehensively, resolutely and in depth.

The workshop received more than 80 valuable papers selected for publication in the Proceedings, along with the opinions of delegates at the Presentation Session, Commentary Session and Roundtable Discussion Session at the Workshop focused on analyzing the main contents: General issues on the Party's theoretical work; current situation and issues arising in the Party's theoretical work today; viewpoints, goals and solutions to promote the development of the Party's theoretical work in the new period.

With a serious and frank spirit, the presentations and roundtable discussions mentioned a number of limitations, shortcomings, barriers, bottlenecks, and bottlenecks that have hindered the development of theoretical work in recent times, especially in summarizing practices and theoretical research. These are not only limitations and shortcomings of theoretical work but also limitations and barriers in many other fields of scientific research in Vietnam.

Concluding the Workshop, Politburo member, Party Central Committee Secretary, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia affirmed that the Workshop had a high consensus in evaluating the results achieved after 10 years of implementing Resolution No. 37-NQ/TW in conjunction with summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam. Resolution No. 37-NQ/TW has been implemented methodically and seriously; democracy in theoretical research is respected, and the theoretical working environment has seen very strong progressive innovation.

“The new context, situation and requirements are posing many new tasks for Party building work in general and the Party's theoretical work in particular, requiring us to be steadfast in our revolutionary stance and ideals, have high political determination, and at the same time continue to promote democracy, creativity and revolution in research and implementation of theoretical work,” Mr. Nguyen Trong Nghia emphasized./.
