In a statement widely seen as an attempt to improve relations with Russia, NATO's new Secretary General Jens Stoltenberg said on October 28 that a stronger NATO would be the foundation for a long-term, constructive dialogue with Russia.

Speaking at an event in Germany, Jens Stoltenberg asserted that geographical proximity to Russia is the key factor in maintaining this relationship, and that NATO will ensure closer cooperation between its 28 member states and Russia.
“Russia is NATO’s biggest neighbor. Both NATO and Russia are here to coexist. In other words, NATO and Russia need to have a relationship. The question is what kind of relationship it is. With the experience of a founding member of NATO, Norway believes that a strong defense system based on a strong Alliance would be the foundation for a constructive relationship with Russia,” Jens Stoltenberg stated.
According to Jens Stoltenberg, the Cold War created too much mistrust and misunderstanding, and the only solution to eliminate this is mutual trust based on mutual benefit and adherence to international law. However, this can only be achieved when both sides have genuine goodwill.
