On the afternoon of June 13th, during discussions on the draft Resolution on conducting votes of confidence and no-confidence votes for officials elected or approved by the National Assembly and People's Councils (amended), the majority of delegates proposed that the National Assembly should conduct votes of confidence twice in a term, instead of once as proposed in the draft.

While agreeing that annual confidence votes are unreasonable, delegates To Van Tam (Kon Tum), Nguyen Ba Thuyen (Lam Dong), Truong Minh Hoang (Ca Mau), Truong Thi Thu Trang (Tien Giang), Danh Ut (Kien Giang), Tran Ngoc Vinh (Hai Phong), etc., argued that the draft resolution's provision for only one confidence vote is too infrequent and lacks practical significance.

“I believe that holding a confidence vote only once during the entire term is too infrequent. We should conduct it twice: once at the end of the second year and once at the end of the fourth year of the term. This way, the confidence vote will be more meaningful. The mid-term confidence vote is an opportunity for the person being voted on to review their responsibility in performing their duties, while the end-of-term confidence vote is a comprehensive assessment of that person's work process and serves as a basis for evaluating, assigning, and appointing officials in the next term,” Representative Thuyen said.

Representative Do Van Duong from Ho Chi Minh City noted that the National Assembly should focus on prestige and manage leaders based on prestige, avoiding the misuse of state power for governance and leadership. Therefore, the National Assembly should hold a vote of confidence at least twice during its term.

Regarding the levels for votes of confidence, the majority of delegates suggested that only two levels should be stipulated: confidence and no confidence, instead of dividing it into three levels as in the draft.

Representatives Tran Ngoc Vinh and Truong Minh Hoang stated that, through interactions with constituents, most voters suggested that the National Assembly should have two levels: confidence and no confidence, to ensure the meaning of the vote and to help those being evaluated to be more responsible in their positions.

Representative Do Van Duong from Ho Chi Minh City also argued that the regulation of three levels of confidence votes is very unrealistic. Representative Duong analyzed that, in essence, the vote is not only a warning or a wake-up call, but more importantly, it is meant to inspire and motivate those with high confidence to contribute more to the country.

“We need dynamic, creative, talented people who are dedicated to their work, not people who are just average. Voting and balloting may be similar in form, but their essence is different, so we don't need to worry about duplication. In my opinion, the ballot should have two levels: confidence and no confidence. After the voting results are available, we can then quantify who is highly and who is lowly, which is consistent with the law of truth,” said delegate Do Van Duong.

Representative Do Manh Hung from Thai Nguyen also supported the need to change the confidence rating levels. According to him, keeping the three levels as they are is unacceptable because many voters disapprove, and such levels also make those being evaluated feel "too safe."

Representative Hung proposed two options: Option 1 is to establish two levels: confidence and low confidence, but this option has the disadvantage of being somewhat similar to a vote of no confidence. Option 2 is to establish three levels: continue the assigned work; be assigned to another position; or resign. This would be more in line with the requirements for evaluating, considering, and utilizing cadres, and would also allow National Assembly representatives to express their attitudes more clearly.

In addition to the above points, the delegates generally agreed with the scope of the confidence vote, but some also suggested expanding the scope to include the Chairman of the National Election Council; heads of specialized agencies under the People's Committee but who are not members of the People's Committee...

Also this afternoon, the National Assembly passed the Law amending and supplementing a number of articles of the Health Insurance Law. Before voting to pass the bill, the National Assembly heard a report presented by Ms. Truong Thi Mai, Member of the Standing Committee of the National Assembly and Chairwoman of the National Assembly's Committee on Social Affairs, explaining, accepting, and revising the draft law.
