(Baonghean.vn) - The Ministry of Industry and Trade is drafting a macro-level framework policy for solar power development (taxes, fees, connection mechanisms, procedures, etc.). With its potential, Nghe An province can also strongly develop this energy source.

At the COP26 Conference, held in Glasgow - Scotland, UK (November 2021), the Prime Minister of Vietnam committed to developing and implementing measures to achieve net zero emissions (abbreviated as Net Zero) by 2050. One of the measures to achieve Net Zero is to develop renewable energy to gradually replace fossil energy (coal, oil, gas), including solar energy.

The Government has approved the VIII Power Plan, affirming the target of electricity output using renewable energy to reach 30.9-39.2% by 2030, and 67.5-71.5% by 2050. In particular, by 2030, Vietnam strives to have 50% of office buildings and 50% of houses using self-produced and self-consumed rooftop solar power.

Vietnam is located in a geographical location with great potential for developing solar energy with an average annual sunshine time of 1,700 - 2,500 hours, average solar radiation intensity of 4.6kwh/m2/day.

In addition to the Central Highlands, the South Central Coast and the South, which have very good conditions, Nghe An and the North Central provinces have good conditions to develop solar power with annual sunshine hours reaching 1,700 - 2,000 hours and solar radiation intensity reaching 4.6 - 5.2kwh/m2/day, higher than the national average, almost equivalent to the South (see table 1). In which, total solar radiation is at a high level for 9 months (from March to November every year - see table 2).

It can be said that this is a great potential for Nghe An to develop solar power. Meanwhile, Nghe An is a populous province with a large area and low population density, which affects the transmission of electricity. Moreover, in the coming years, with the development of high-tech industry and agriculture, the demand for electricity consumption will grow dramatically. The development of solar power, including the use of rooftops, is an effective solution to help reduce the pressure of power shortages, serving the orientation of developing a green economy and a circular economy.

Furthermore, businesses, organizations, and households investing in rooftop solar power not only reduce the capacity purchased from the grid but also reduce electricity costs due to low purchase prices (due to step prices and time-based prices), as well as reduce costs due to taking advantage of the existing roof structure.

From the above issues, in addition to the Ministry of Industry and Trade drafting a macro-level framework policy for solar power development (taxes, fees, connection mechanisms, procedures, etc.), Nghe An province should pay attention to the following issues:

The first,Continue to expand support policies for farmers to install solar power generation equipment for irrigation in agricultural and aquatic production, contributing to the development of high-tech agriculture.

Tsecond,Organize propaganda to raise people's awareness and understanding of the effects and effectiveness of renewable energy development in general and solar power development in particular.

Tuesday,Proactively develop and promulgate mechanisms and policies to support organizations, businesses and households to install rooftop solar power in offices (including administrative and public agencies); roofs of headquarters, factory roofs, restaurants, hotels for businesses; roofs of houses for people to produce and consume for themselves. Including:

Policy to support a part of the installation cost for people (up to 30%) for equipment with average market price; Policy to support a part of the investment interest rate for enterprises and cooperatives in the first 3 years (up to 50%); Regulations on installing solar power on the roof for new construction works of organizations and enterprises; Arrange annual budget to invest in installing rooftop solar power generation equipment for administrative and public service units (priority is given to public service units first, administrative units later). Use the electricity cost savings of units that install first to reinvest in units that install later; Issue local standards to facilitate enterprises supplying and installing equipment, and to simplify technical appraisal procedures as well as fire prevention and fighting.

The Provincial People's Committee assigned the unit with the function of collecting data on sunny days/hours during the year, solar radiation of different regions in the province to advise on effective investment. In addition, the organization provides training and guidance to organizations and individuals who need to install on the appropriate capacity scale for power consumption, the time of high electrical equipment usage (day or night), as well as whether to use battery storage devices or not...

We are moving towards a green economy to improve the quality of life as well as live responsibly for future generations. The development of renewable energy contributes to achieving that goal. The installation of rooftop solar power generation equipment is to mobilize resources from the entire social community, an action that is "both beneficial to the country and the family", contributing to building a clean living environment and attracting "green investment" to Nghe An.
