New features in the recruitment and conscription of citizens into the military.
To contribute to strengthening and improving the quality of the selection and recruitment of citizens for military service in the first phase of 2015, in recent times, military units and local Party committees and authorities nationwide have closely coordinated with relevant departments and organizations to advise the military service council on preliminary selection, medical examination, and review of citizens for military service in a fair, democratic, transparent manner, following the correct procedures and regulations of the law.

A new feature of this year's conscription process is the emphasis on prioritizing citizens who have graduated from universities, colleges, vocational schools, and those who are civil servants or public employees, in order to improve the quality of military building in the new situation.
Centrally-governed cities must achieve a rate of 20% or higher, provinces in the Northern Delta must achieve 10%; and other localities must achieve 5% of the recruitment target in terms of educational qualifications as prescribed by the Ministry of National Defense.
Local military units in Military Regions 1, 2, 3, and 4, as well as units assigned to parade and march at the 70th anniversary of the August Revolution and National Day on September 2nd, in addition to the prescribed standards, may select and recruit citizens with a height between 1.65m and 1.70m.
According to the plan, on March 6th, the units organizing the first troop handover ceremony of 2015 include the Hanoi Capital Command and Military Regions 3, 4, 5, 7, and 9. Military Region 2 will hold its ceremony on March 6th and 8th. Military Region 1 will hold its troop handover ceremony on March 9th and 10th.
