Emphasize the exemplary role of cadres and Party members.

(Baonghean) - During his lifetime, President Ho Chi Minh instructed, "Setting an example is the best way to lead when the Party is in power, because a good example is worth more than hundreds of speeches." In Resolution 4 of the Central Committee (11th term), the Central Committee of the Party identified "self-criticism and criticism, upholding the pioneering and exemplary role of superiors" as the top priority and most important task of Party building today.

To date, the Nghe An Provincial Party Committee has 29 subordinate Party committees (including 21 district, city, and town Party committees and 8 directly affiliated Party committees) with 1,595 grassroots Party organizations, 10,092 Party branches under grassroots Party committees, and 173,943 Party members. The province has 21,486 civil servants and 56,921 public employees. In recent times, generally speaking, the contingent of cadres and Party members has demonstrated a pioneering and exemplary role, ensuring the fulfillment of political tasks, continuously improving the quality and effectiveness of leadership, guidance, and organization in implementing socio-economic development, national defense and security, and Party building work, making a significant contribution to the development of Nghe An.

However, currently, among cadres and Party members, there are still shortcomings and limitations; they are not truly pioneering and exemplary, lack self-cultivation and training, and even show signs of ideological and political degradation, moral decay, and lifestyle deviations, as well as a lack of organizational discipline, violations of the Party Charter and State laws, thus eroding the people's trust in the Party. In addition, "conservative and stagnant thinking; subjectivism, impatience, dependence, and a reluctance to think, act, and take responsibility among a segment of cadres and Party members are major obstacles to the province's development." Therefore, on May 30, 2014, the Provincial Party Standing Committee issued Project No. 07 on "Improving exemplary conduct and combating conservative thinking, dependence, and reliance among cadres and Party members."

The objective of the Project is to create a shift in awareness, thinking, and practical action among Party committees and cadres, especially the heads of agencies, units, and localities, regarding the role and significance of enhancing pioneering and exemplary leadership in carrying out tasks for the people to follow, creating emulation movements in society; overcoming conservative, passive, and dependent thinking; and strongly encouraging proactive thinking, daring to think, daring to act, and daring to take responsibility among cadres and Party members to successfully implement Resolution 26-NQ/TƯ of the Politburo on the direction and tasks for the development of Nghe An province until 2020 and the Resolution of the 17th Congress of the Nghe An Provincial Party Committee.

For the newly established town of Thai Hoa, which is only 6 years old, the Standing Committee of the Thai Hoa Town Party Committee has determined that the implementation of Project 07 of the Provincial Party Committee is a broad and profound political activity throughout the entire town's Party organization, with the goal of achieving practical and effective results, contributing to a breakthrough in developing the town's appearance in the coming time. Comrade Ho Van Hao, Head of the Propaganda Department of Thai Hoa Town Party Committee, said: "The Standing Committee of Thai Hoa Town Party Committee has promptly added the key contents of the project to the working regulations of the Executive Committee, the Standing Committee, and the Town Party Committee's Standing Board. In particular, it emphasizes the responsibility of the head of each agency and unit; assigns tasks to Party committee members in a way that clearly defines the responsibilities and powers of the collective Party committee and each individual; emphasizes the responsibility of each cadre and Party member in each assigned position; and emphasizes that they must be truly pioneers and role models in all movements, setting an example for the masses to follow. To create a breakthrough in the socio-economic field in the coming time, the town will continue to review the overall planning to attract investment, seek approval from higher authorities to organize investment promotion conferences; and at the same time strengthen the quality of cultural institutions to further improve the material and spiritual lives of each citizen of the town..."

In Thanh Chuong District Party Committee, immediately after receiving Project 07 from the Provincial Party Standing Committee, the District Party Standing Committee directed departments and agencies to develop implementation plans tailored to each specific sector, unit, and locality. The District Party Secretary personally visited and worked with the Party Committees of all communes and towns in the district to inspect and supervise the implementation of targets and plans for the term and the year, while also directing the resolution of outstanding and long-standing issues. The Provincial Veterans Association incorporated the implementation of the Project into its monthly meetings to review and evaluate each member's performance, thereby encouraging and commending strengths, while analyzing and reminding of shortcomings, and identifying necessary actions and measures for the future.

It can be seen that Project 07 of the Provincial Party Standing Committee has initially been put into practice, with many creative, rich, and diverse approaches in each agency, unit, and locality. However, to successfully implement the project, along with promoting the study and emulation of Ho Chi Minh's moral example, implementing the Party Charter, and strictly adhering to the laws of the State, Party committees at all levels need to regularly promote propaganda work, highlighting exemplary conduct of cadres and Party members; and criticizing conservative, dependent, and complacent thinking. The composition of grassroots Party committees must be strengthened through political and ideological training and education, especially emphasizing exemplary conduct to build a team of cadres and Party members who are both politically sound and professionally competent.

Serious self-criticism and criticism within Party activities; effective inspection and supervision of cadres and Party members; and relying on the people to build the Party. Sectors and localities must constantly innovate in attracting investment resources for socio-economic development, daring to think, daring to act, daring to take responsibility, being proactive, dynamic, creative, and gradually overcoming the mentality of waiting and relying on investment from higher levels among cadres and Party members – considering this as one of the important factors for creating breakthroughs in the coming period. In addition, promote the role of the Fatherland Front and political and social organizations in mobilizing the masses and people to supervise cadres and Party members through direct feedback or opinion polls. Annually, Party branches should register their goals for implementation with higher-level Party committees – this is one of the important criteria for year-end evaluation and ranking. In particular, greater emphasis should be placed on identifying, commending, and rewarding Party organizations and Party members with outstanding achievements, and on implementing measures to publicize and replicate these exemplary models.
