Promoting the spirit of responsibility and creating unity in implementing the Resolution of the 13th National Congress*

Reporter: Mr. General Secretary, following the success of the Congress, studying, learning, grasping and implementing the Resolution of the 13th National Party Congress is an extremely necessary task. So in the first year of implementing the Resolution of the 13th National Party Congress, how will that work be implemented?

General Secretary Nguyen Phu Trong:The 13th National Party Congress has brought together the Party's prestige, the nation's vision and aspirations, and the people's trust, and is of special significance in the process of continuing to comprehensively and synchronously promote the renovation process. The Congress determines the direction, tasks, and goals for national development for the next 5-10 years and until 2045 - the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

But the closing of the Congress does not mean the end. This is only the beginning. Whether the Resolution becomes a vivid reality or not, whether it creates material wealth, brings wealth to the country and happiness to the people or not, that is the actual success of the Congress. Therefore, the research, study, understanding and implementation of the Congress Resolution is an extremely important task, which must be carried out very seriously, resolutely and methodically.

In the first year of its term, the 15th National Assembly held two sessions; the Government, the Vietnam Fatherland Front, the Home Affairs, Culture, Party building, and Foreign Affairs sectors held national conferences to implement the Resolution of the 13th National Party Congress. All conferences were carefully prepared, serious, and methodical, demonstrating new, scientific methods and approaches, with close and smooth coordination, the participation of the entire political system, the solidarity, unanimity, and high determination of the entire Party, people, and army to successfully implement the Resolution of the 13th National Party Congress in accordance with the spirit of "front and rear support", "one call, all responses", "unanimity from top to bottom" and "unity across the board".

Following these conferences, Party committees and organizations at all levels, sectors, agencies and units in the entire political system need to urgently develop programs and action plans to implement the Resolution in accordance with the specific conditions of their localities, sectors, agencies and units; must do it in a practical manner, avoiding superficiality and formality.

Every cadre and party member, first of all leaders and managers at all levels, especially heads, must be exemplary, uphold the spirit of responsibility, create high unity in organizing and implementing the Resolution of the 13th National Party Congress to soon enter life, towards the goal of building our Fatherland to be increasingly prosperous, our people to be increasingly happy; our country to be increasingly developed and prosperous.

Reporter: Mr. General Secretary, we have discussed and done a lot about the work of Party building and rectification. This is an extremely difficult and complicated task that cannot be done overnight, but must be carried out fundamentally and systematically. Could you please tell us how this work will continue to be promoted in the 13th National Congress term?

General Secretary Nguyen Phu Trong:The task of Party building and rectification is an important requirement closely linked to the development of the Party and the nation. Especially since entering the Doi Moi process in 1986, our Party has issued many resolutions on Party building and rectification, such as: The 3rd Central Conference (7th term); The 2nd 6th Central Conference (8th term)...

In the past three terms (terms XI, XII, XIII), the fourth Conferences of the Party Central Committee have discussed and issued extremely important resolutions and conclusions on Party building and rectification work; each time more profound, comprehensive, specific and clear than the previous one, creating positive and clear changes in Party building and rectification work, gaining the people's trust, consensus and support, making a very important contribution to the implementation of the tasks of economic, cultural and social development, ensuring national defense, security and international integration of the country.

However, in addition to the achievements, there are still shortcomings and limitations. A number of cadres and party members, including leaders and managers, do not fully understand the meaning and importance of Party building and rectification work; do not uphold the sense of responsibility, lack of exemplary behavior, fading ideals, reduced fighting spirit, especially falling into individualism, saying does not match doing, lacking self-cultivation and training, leading to degeneration, violating Party discipline, violating State laws, to the extent of having to be disciplined and criminally prosecuted.

Meanwhile, the cause of building and defending the Fatherland is posing extremely great and heavy demands and tasks, requiring our Party to continue to further enhance its mettle and intelligence, to truly "be moral and civilized", to be capable of leading the cause of building and developing the country more quickly and sustainably. Therefore, thoroughly grasping the spirit of the Resolution of the 13th National Party Congress, on the basis of inheriting, supplementing and developing many important contents of previous Central Resolutions, the Conclusion of the 4th Central Conference of the 13th tenure was issued to promote the building and rectification of the Party and the political system to be truly clean and strong in all aspects.

The outstanding new point of the 4th Central Committee's Conclusion is the synchronous implementation between Party building and political system building; between building revolutionary ethics and fighting individualism; not only preventing, but gradually pushing back and strictly handling corrupt and negative acts, signs of degradation and degeneration among cadres and party members. The 4th Central Committee's Conclusion has expanded the scope, not only to Party building and rectification, but also to political system building; not only for party members and party committees and organizations at all levels, but also for cadres, civil servants, public employees, all levels of government, agencies and units in the entire political system, especially in law enforcement agencies, those with positions and power, places with many privileges and benefits, including agencies with the function of preventing and fighting corruption and negativity. At the same time, supplement and clarify the system of manifestations of political and moral degradation, lifestyle, "self-evolution", "self-transformation", and "negativity" to suit the new situation.

Along with the Conclusion of the 4th Central Committee of the 13th tenure, our Party has supplemented, completed and issued many important documents to strengthen Party building and rectification, such as: Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 "On promoting studying and following Ho Chi Minh's ideology, morality and lifestyle"; Regulation No. 37-QD/TW dated October 25, 2021 of the Central Executive Committee on things that Party members are not allowed to do, replacing the previous Regulation No. 47-QD/TW; Regulation No. 41-QD/TW dated November 3, 2021 of the Politburo on dismissal and resignation of cadres.

These regulations are considered as "special medicines" to help us prevent, combat, and treat diseases arising in the Party's body and the political system, helping cadres and Party members increase their resistance, avoid degeneration and corruption; at the same time, strictly maintain Party discipline and order...

Reporter: In the context of the complicated developments of the Covid-19 pandemic, to ensure both effective epidemic prevention and control and socio-economic development, and efforts to implement the goals set out in the Resolution of the 13th National Party Congress, could you please tell us how the Politburo and the Secretariat have timely policies, leadership and direction?

General Secretary Nguyen Phu Trong:The Politburo and the Secretariat regularly monitor and promptly direct with many specific decisions. In summary, there are 3 main groups of issues: (1) Group of issues on solutions to prevent and control the epidemic. (2) Group of issues on ensuring social security and taking care of people's lives. (3) Group of issues on economic recovery and development. Although we still have to face many difficulties and challenges, up to now the epidemic has been basically controlled; all aspects of social life and socio-economic development activities... have gradually adapted to new conditions. To achieve this result, it must be affirmed that the work we have deployed is quite synchronous from the Central Party Committee to the National Assembly, the Government and importantly, all levels, sectors, localities and people across the country have joined hands, synchronously deployed strong and drastic measures to control and prevent the pandemic and have initially achieved positive results. The macro economy is stable; social security is guaranteed; National defense and security were maintained; foreign relations continued to be expanded in all fields; major holidays and important political events of the country, the 13th National Party Congress, the election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term... took place safely and with great success.

In the coming time, the situation is forecast to continue to be very complicated and unpredictable, requiring us to be more proactive and decisive in leadership and direction; to concentrate the highest efforts and time, prioritize all resources; to flexibly and creatively organize and effectively implement the overall program for Covid-19 prevention and control in conjunction with the socio-economic recovery and development program for 2022-2023.

I believe that with the whole country contributing its efforts, the whole Party and the whole people being united in will and action, together with the wholehearted help of our compatriots abroad and international friends, we will definitely defeat the Covid-19 pandemic, making a worthy contribution to the common efforts of all humanity for a safe, healthy, peaceful, friendly, cooperative and prosperous world, worthy of the glorious heroic tradition of our Country and our People!
