Promoting the responsibility of leaders in ensuring security and order on September 2nd
This is one of the contents clearly stated in Official Dispatch No. 31/CD-UBND on strengthening security and order in the province on the occasion of National Day, September 2, 2024.
At Telegram No.31/CD-UBNDOn August 28, regarding strengthening the work of ensuring security and order in the province on the occasion of National Day September 2, 2024, the Chairman of the Provincial People's Committee requested Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to well implement the following key tasks:

The entire political system must join in and coordinate to advise and resolve issues arising related to security and order according to assigned functions and tasks. When incidents arise, it is necessary to immediately implement the 4 on-site motto.
At the same time, strengthen state management of security and order in the area, especially ensuring traffic safety and order, fire prevention and fighting, drowning prevention, rescue, entry and exit management in border areas... Strictly implement regulations on management, prevention and combat of violations of weapons, explosives, support tools and fireworks. Promote the responsibility of leaders, regularly urge, inspect and take full responsibility for ensuring security and order in the area.
Promote propaganda, mobilization, and education for cadres, civil servants, public employees, workers, and people to actively participate in the movement of the entire people to protect national security, actively fight against crimes, and protect security and safety during the holidays; propagate, disseminate, and raise people's awareness of voluntarily complying with and abiding by the law.
Implement well the management and organization of commemorative activities in the area to ensure safety, meaning and economy. Assign and arrange leaders and staff to be on duty at agencies and units during the holidays to protect assets, handle unexpected tasks during the holidays, and ensure smooth operations. Strictly implement the reporting regime according to regulations. Immediately after the holidays, agencies, organizations and units urgently focus on work, not allowing delays to affect production and business activities.
Provincial Police, Provincial Military Command, Provincial Border Guard CommandAccording to the assigned functions and tasks, proactively grasp the situation, direct the deployment of forces and means to absolutely protect activities, protection targets, key areas, political, economic, cultural centers, borders, cyberspace... and event venues, festivals, and places where crowds gather. At the same time, take measures to prevent, detect, and effectively fight against plots and sabotage activities of hostile, reactionary forces and opposing subjects, not to be passive or surprised in any situation.

Deploy the fight and resolutely suppress all types of crimes, especially criminal, drug, high-tech, robbery, property robbery, theft, etc.; strengthen state management of security and order, detect and strictly handle all types of social evils. Strengthen fire prevention and fighting, prevent fires with serious consequences during the holidays; coordinate propaganda and prevention of drowning accidents, etc.
Strictly implement Official Dispatch No. 81/CD-TTg dated August 20, 2024 of the Prime Minister on ensuring traffic order and safety during the National Day holiday of September 2 and the peak month of traffic safety for students going to school.
Department of Culture, Sports and TourismCoordinate with units and localities to strengthen inspection of cultural, sports, tourism, commemorative and festival activities during the holidays. Manage and organize recreational and entertainment activities, commemorative activities to ensure they are healthy, safe and economical. Develop plans and proactively prepare necessary conditions to serve tourists during the holidays; strengthen management and control of the quality of tourism services and tourist service facilities, promptly and strictly handle violations.
Department of TransportPreside over and coordinate with departments, branches and localities to seriously implement Official Dispatch No. 81/CD-TTg dated August 20, 2024 of the Prime Minister; strengthen the regulation and strict management of transportation activities to serve people's needs during the holidays; inspect the implementation of fare declaration, posting of freight rates, train and bus ticket prices according to regulations.
Department of Information and CommunicationsDirect press and radio agencies to carry out information and propaganda work well to serve people to have a happy, exciting, safe and economical holiday; update the situation of epidemics occurring in the province; promptly notify weather developments, natural disaster warnings, and traffic situations during the holiday. Strengthen information management and control; ensure network information security.
Health serviceTake the lead and coordinate with departments, branches and localities to strengthen measures to prevent and control epidemics that are at risk of breaking out during the holidays, and be ready to respond to possible situations. Direct hospitals and medical facilities to maintain operations and be on duty 24/7; have plans to ensure sufficient human resources, medicine, equipment and medical biological products to examine, provide emergency care and treat patients during the holidays.
People's Committees of districts, cities and townsGrasp the local situation, direct the stable resolution of emerging security and order incidents at the grassroots level; deploy measures to ensure security and order, and prevent the emergence of complicated "hot spots" of security and order. Tighten the management of residence, regularly inspect, detect, and handle cases of violations of the law on residence and illegal entry and exit.
