Uphold responsibility, link promises with actions

(Baonghean) - The 4th session of the 17th Provincial People's Council closed after two and a half days of focused, serious and responsible work.

Despite the large amount of work, with careful preparation by relevant agencies, along with the spirit of closely following reality, carefully studying issues and thoroughly listening to voters' opinions of council delegates, the session completed its program, passed many important decisions, creating a foundation for implementing tasks not only in the last 6 months of the year but for the entire term.

Lively and frank

At the opening session of this meeting, based on the orientation and conclusions of the Provincial Party Committee, Provincial Party Secretary Nguyen Dac Vinh gave a very important speech orienting 5 key contents that need to be discussed, such as: Solutions for economic growth, budget collection, ensuring social security, sustainable poverty reduction, ensuring social order and safety; Continuing administrative reform, improving discipline, discipline, and ethics in performing public duties at agencies and units; Continuing to improve the investment environment, promoting foreign affairs, promoting and attracting investment... These are all practical issues that require solutions in the last 6 months of the year to complete the goals and targets of 2017.

The issues raised require great responsibility from the Provincial People's Council and elected representatives. "The Provincial People's Council is a local State power agency, representing the will, aspirations and mastery of the people. Therefore, it is necessary to constantly innovate and improve operational efficiency, ensuring the good implementation of the function of deciding on important policies and measures in all aspects of the province" - the Provincial Party Secretary emphasized at the parliament.

With that nature, right from the group discussion session, the discussion in the hall, the question and answer session of the meeting clearly showed the lively and frank atmosphere of the Provincial People's Council delegates and functional branches.

The heat of practical issues raised by delegates was extremely profound, accurately reflecting the long-standing shortcomings and limitations such as the effectiveness of administrative reform when this index in 2016 "suddenly" dropped 17 places compared to 2015. A series of other issues that are very hot in real life are also raised such as: Handling the deficit of health insurance fund; Planning and managing the construction planning of apartment buildings in Vinh city; Collecting all kinds of funds at the grassroots level...

Leaders of the Home Affairs, Construction, Finance sectors... have taken the stage to explain, frankly acknowledge, analyze and clarify the causes and point out solutions to overcome them. For example, Director of the Department of Home Affairs Dau Van Thanh clearly analyzed the causes of the province's decline in the administrative reform index, thereby proposing solutions to promote administrative reform in the coming time.

In particular, the meeting devoted a session to questioning and answering questions from the head of the Agriculture and Rural Development sector about existing problems in agricultural production such as planning, market forecasting, and solving output problems for agricultural products, and the head of the Labor, Invalids and Social Affairs sector about vocational training and job creation.

Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu and Director of the Department of Labor, Invalids and Social Affairs Nguyen Bang Toan took turns answering the delegates' burning practical questions.

It can be said that, with the responsibility of the heads of the industry, the two department directors frankly discussed with delegates and voters, took responsibility for the existing problems and limitations; and at the same time proposed solutions.

However, the answers given have not yet completely satisfied all delegates and voters because in reality these are two large industries, having a profound impact on the majority of people in the province with many existing problems closely related to jobs, employment, and daily life.

Therefore, what delegates, voters and people expect most at this time is that with the responsibility of the leaders, the "commanders" of these two sectors will effectively lead the implementation of the solutions that have been pointed out, gradually overcome the shortcomings and limitations, and promote the advantages of agricultural production and human resources of the province.

Determined to achieve growth targets

One of the most important contents of this meeting is to discuss solutions and set growth targets for the last 6 months of 2017. Because when the first 6 months of the year ended, although the province's growth reached 6.9%, the highest in the past 3 years, to achieve the growth target of 8-9% for the whole year of 2017, it requires a huge breakthrough in the remaining time.

With careful analysis and assessment and high political determination, the Provincial People's Council passed a Resolution on tasks for the last 6 months of 2017, setting a target of a minimum growth rate of gross regional domestic product (GRDP) of 9%; at the same time, pointing out 10 extremely important tasks and solutions; emphasizing the need to focus on removing difficulties for production and business sectors to promote growth...

Previously, at the end of the question and answer session, speaking before the delegates of the Provincial People's Council, Chairman of the Provincial People's Committee Nguyen Xuan Duong expressed the strong determination of the Provincial People's Committee in directing and operating to achieve this year's growth target with 9 key solutions.

"The Provincial People's Committee will continue to direct the directors of departments, branches, and chairmen of the People's Committees of districts, cities, and towns to uphold the responsibility of leaders, closely follow the situation, take proactive and decisive actions, and synchronously implement key tasks and solutions to achieve the growth targets of 2017" - the Chairman of the Provincial People's Committee emphasized.

The Chairman of the Provincial People's Committee also affirmed: Each leader of the Provincial People's Committee assigned to be in charge of each sector and field must directly direct decisively and effectively; Directors of departments, Chairmen of People's Committees of districts, cities and towns must be responsible to the Provincial People's Committee for each target set at the beginning of the year, and have specific solutions for each sector and locality to promote growth in the remaining 6 months of 2017.

“The Provincial People's Committee has decided to establish 4 inspection teams led by 4 vice chairmen of the Provincial People's Committee, to both inspect and urge, and remove difficulties for each place, each industry, each locality, each specific case, especially low targets, targets that are likely to be difficult to achieve by the end of this year" - Chairman of the Provincial People's Committee Nguyen Xuan Duong added.

In addition to passing the extremely important Resolution for the tasks of the last 6 months of the year, the Provincial People's Council also passed 16 more resolutions, especially the Resolution on continuing to improve the effectiveness of implementing the National Target Program on Sustainable Poverty Reduction in Nghe An province.

This marks a huge step forward in the thinking of implementing poverty reduction work in the province to overcome the long-standing shortcomings and limitations that the Standing Committee of the Provincial People's Council pointed out after the recent elaborate monitoring program such as:

In some localities, the leadership and direction of the investigation and review of poor and near-poor households are sometimes not objective, and plans and roadmaps for poverty reduction have not been developed in association with socio-economic development planning; poverty reduction models are not numerous, small in scale, low in efficiency, direction for model replication is limited, resource allocation is slow; integration of resources to effectively implement the National Target Program on Poverty Reduction is limited...

In particular, every year, at the year-end session, the Provincial People's Council assigns the Provincial People's Committee to report on the implementation results of this Resolution; and at the same time report on the implementation results of the National Target Program on Sustainable Poverty Reduction in the province. This shows the great determination of the elected body in effectively implementing this very humane and meaningful policy.

The 4th session of the Provincial People's Council, term XVII, was a great success. Hopefully, the approved policies and solutions associated with the promises of the leaders will soon come into life; affirming the spirit of words and actions before every voter of the province.
