Mr. Bui Van Toan is one of the first four Party members in the hamlet to invest in building a greenhouse system covering over 216 square meters, enriching himself through the cultivation of flowers and ornamental plants. After leaving the military, he returned to his hometown to develop the economy with his fellow villagers. With the spirit of a soldier of Uncle Ho, he is always active in implementing the Party branch's policies and resolutions, especially those related to restructuring crop production and building new rural areas. He said: "To inspire the movement and attract the collective efforts of the people, first and foremost, each Party member must set an example, both propagating and setting a good example for the people." Not only Mr. Toan, but in Hamlet 4 there are many other Party members who are successful entrepreneurs, earning hundreds of millions of dong per year, such as Mr. Nguyen Huu Ngoan, Mr. Thai Huy Quang… Or like Party branch secretary Nguyen Ngoc Tranh, who, despite his advanced age, grown children, and stable finances, still cultivates 3 acres of rice paddies and grows ornamental plants, earning tens of millions of dong per year. Besides the traditional occupation of growing flowers and ornamental plants, the people of Hamlet 4 are also actively developing other service industries such as small-scale trading, providing flowers from Da Lat, flowers for holidays and festivals, transportation, and undertaking tree planting projects of all sizes within and outside the province. In addition, they are actively developing livestock farming and diversifying crop structures, cultivating over 7.5 hectares of rice, 6.5 hectares of vegetables, and 3 hectares of gardens for growing vegetables, beans, gourds, and seedlings. Hamlet 4 also has a self-governing committee and 6 self-governing groups that also serve as economic groups. Each group meets once a month at a household, receiving monthly contributions from the ward, ranging from a few hundred thousand to 3-4 million dong per person per month, to help each other develop economically and alleviate poverty. As a result, income in 2013 increased by 17.8%, with an average per capita income of 2.2 million dong per month, and only 2 poor households remain in the hamlet.

Besides economic development, the Party branch also passed a resolution on infrastructure development, mobilizing the people to contribute 58 million VND to upgrade and build the cultural center's grounds. Thirty elderly families also joined hands with their children and grandchildren to renovate and beautify the community cultural center. Also in 2013, the exemplary actions of Party members like Thai Phi Quang and Le Thi Vinh... inspired the community, with villagers actively contributing their efforts and resources to build rural roads, raising nearly 100 million VND in total. As a result, the village has now built 1.6 km of asphalt roads, 184 meters of wide concrete roads, and 2.5 km of concrete irrigation and drainage canals. The 25 Party members in the branch are also key figures in encouraging their children to study, preserving traditional cultural values, building a cultured lifestyle, maintaining environmental hygiene, and ensuring security and order in the locality. In the hamlet, there are no third births, no social vices, and strong community bonds. The hamlet maintains its title as a Cultural Hamlet, with 93% of families recognized as Cultural Families (9 exemplary Cultural Families), and the Party branch has consistently achieved the status of exemplary, clean, and strong for many years, always remaining faithful to Uncle Ho's teachings: "Whatever is beneficial to the people, we must strive to do; whatever is harmful to the people, we must do our utmost to avoid."
Leading us along clean, spacious concrete roads, visiting impressive and popular ornamental gardens and colorful flower gardens, the Party Secretary of Hamlet 4, Nguyen Ngoc Tranh, could not hide his pride and excitement: “The new rural landscape in Hamlet 4 is gradually taking shape thanks to the unity and consensus of the Party committee and the hamlet's leadership in directing the implementation of the Party's policies and resolutions into life, and the pioneering and exemplary role of cadres and Party members who have unlocked resources within the people, creating a combined strength in building a new rural area…”
