Set an example in implementing Directive 05 of the Politburo

(Baonghean) - Nghe An Newspaper had an interview with comrade Ho Phuc Hop - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department on the implementation of studying and following Ho Chi Minh's ideology, morality and lifestyle.

PV:Dear comrade! From the Campaign “Studying and following the moral example of Ho Chi Minh” to Directive 03 of the Politburo on “Continuing to promote studying and following the moral example of Ho Chi Minh”, and now Directive 05 on “Promoting studying and following the ideology, morality and style of Ho Chi Minh”, could you please tell us the reason for this change? And what is the difference between the Campaign, Directive 03 and Directive 05?

Comrade Ho Phuc Hop:Studying and following Ho Chi Minh's ideology, morality and style has a long and continuous historical process. Even during the war against the US, the slogan: "Live, fight, work and study following the example of great Uncle Ho" was highly promoted and implemented by our entire Party, people and army.

On November 7, 2006, the Politburo issued Directive 06 on organizing the Campaign "Studying and following Ho Chi Minh's moral example", with the aim of making the entire Party and people deeply aware and creating a strong change in the consciousness of self-cultivation and training in studying and following Ho Chi Minh's moral example, in order to push back the degradation of political ideology, morality, lifestyle and social evils, contributing to the successful implementation of the Resolution of the 10th Party Congress.

The 11th Party Congress required that studying and following Ho Chi Minh's moral example be an important, regular, and long-term task for cadres, party members, party cells, party organizations, and all classes of people. To implement this requirement, on May 14, 2011, the Politburo issued Directive 03 on "Continuing to promote studying and following Ho Chi Minh's moral example".

The Resolution of the 12th National Party Congress affirmed: "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"; considering it a regular task of Party organizations, of authorities at all levels, socio-political organizations, localities and units associated with fighting against degradation in political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party.

Comrade Ho Phuc Hop discussed with departments, branches and localities about the implementation of Directive 05 of the Politburo.

The purpose and requirements of Directive 05 dated May 15, 2016 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" are determined to be higher and have a wider scope than previous Directive 06 and Directive 03.

In particular, it emphasizes the fight against ideological, moral and lifestyle degradation, especially in political ideology and manifestations of "self-evolution" and "self-transformation" within the Party; contributing to building a clean and strong Party in terms of politics, ideology, organization and morality.

This is also the first time in the Party Congress Documents that the Party building is clean and strong not only in terms of politics, ideology, and organization, but also emphasizes the Party building in terms of ethics. And it is also the first time that "Ho Chi Minh's style" is officially emphasized in the Party Congress Documents.

PV:Directive No. 05 dated May 15, 2016 of the 12th Politburo addresses in a comprehensive and profound manner and has many new requirements compared to Directive No. 03 dated May 14, 2011. What is the significance of this, especially when the entire Party, the entire people and the entire army are stepping up the implementation of the Resolution of the 12th National Party Congress and the Resolution of the 4th Central Committee (12th tenure), comrade?

Comrade Ho Phuc Hop:Directive 05 has many new requirements compared to Directive 03 of the Politburo, namely:

- Identifying "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" as an important content of the current Party building and rectification work in terms of politics, ideology, organization and morality.

- It is necessary to make the entire Party, the entire people, and the entire army more deeply aware of Uncle Ho's ideology, morality, and style, so that from there they can take practical actions and deeds to firmly build and protect the socialist Vietnamese Fatherland.

- Affirm the role of "leader", promote the responsibility of setting an example, proactively learning first, and following first of leaders and key officials at all levels, of officials and Party members in implementing the Directive.

- Requirement to link studying and following Ho Chi Minh's ideology, morality and lifestyle with implementing Resolution 33, Session XI, on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development" and Resolution 29, Session XI, on "Fundamental and comprehensive innovation in education and training".

- Requires close leadership and direction to link "construction" with "fighting"; strengthen inspection and supervision of the implementation of the Directive, combined with annual and term-long evaluation and comments on cadres, party members, civil servants and public employees.

- Directive 05 has broader content, higher requirements, no time limit for implementation and is assigned to the Party Committee's propaganda department and the propaganda agencies of sectors and organizations as the agencies assisting the Party Committee and leaders of sectors and organizations at the same level in organizing the implementation of the Directive.

Thus, Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" has broader and deeper connotations and is not limited in implementation time compared to the previous Directive 03, and will have a strong impact on the ideology, morality and style of cadres and party members, especially leaders at all levels and sectors in performing their tasks in the coming time.

PV:Directive 05 emphasizes the implementation motto of focusing on following through specific actions and deeds; promoting the responsibility of setting an example of "learning first, following first" of leaders and key officials at all levels. So, in the coming time, what will the Provincial Party Standing Committee focus on directing the key contents, as well as what requirements for Party committees at all levels to achieve the right goals set out in Directive 05, comrade?

Comrade Ho Phuc Hop:To effectively implement Directive 05, the Provincial Party Standing Committee has identified the key contents that need to be directed in the coming time as follows:

- Thoroughly grasp the importance, practical significance and the requirement to regularly and voluntarily implement Directive 05, in conjunction with Resolution of the 12th Central Committee, Session 4 on: "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party"; considering this the responsibility of every cadre, civil servant, public employee and people, especially the leaders at all levels and in all sectors.

- Directing the timely and serious study and research of topics on Ho Chi Minh's ideology, morality and style according to the Central Committee's requirements so that the entire Party, people and army in the province have a deep understanding of Uncle Ho's ideology, morality and style; thereby turning them into specific and practical actions and deeds to contribute to building Nghe An into a prosperous province in the North Central region as Uncle Ho always wished during his lifetime.

- Lead and closely direct the implementation of the Directive according to the motto "above first, below last", "inside first, outside last", "learning goes hand in hand with following", focusing on "following" with specific, practical actions combining "building" with "fighting"; direct localities and units to identify breakthrough contents to create clear changes in the implementation of Directive 05, focusing on building the image of a Party member in Uncle Ho's homeland who is exemplary and prestigious among the people, innovating working style, working close to the people, listening...; combine the implementation of Directive 05 with campaigns and patriotic emulation movements in the Party and the whole society, contributing to promoting the implementation of political tasks of each sector, locality, agency, unit, effectively resolving urgent and prominent issues that the public is interested in.

- Leaders at all levels, sectors, cadres, party members, civil servants, public employees, union members and association members must develop personal plans to cultivate, practice, study and follow Ho Chi Minh's ideology, morality and lifestyle, in conjunction with implementing Resolution 4 of the 12th Central Committee and assigned political tasks.

- Strengthen propaganda and education on the core content of Ho Chi Minh's ideology, morality and lifestyle, on the results of implementing Directive 05 of the Politburo, on the example of "good people, good deeds", typical collectives and individuals in studying and following Uncle Ho; propagate and replicate creative and effective ways of doing things throughout the province and the whole society; continue to organize creative awards, promote literary, artistic and journalistic works on the theme "Studying and following the example, morality and lifestyle of Ho Chi Minh", focusing on the topic of creative writing and promotion of good people, good deeds, especially on building the personality of Nghe An people imbued with the identity of their homeland according to Uncle Ho's ideology, morality and lifestyle.
