Implementing the 2018 work program and as part of the preparation activities for the 6th session of the 17th Provincial People's Council, on the afternoon of July 3, the Standing Committee of the Provincial People's Council held a Conference with the Provincial People's Council delegations and the Standing Committees of the People's Councils of districts, cities and towns.

The results of the first 6 months of 2018 of the Standing Committee, Committees and Delegation Groups of the Provincial People's Council show that, in order toprepare and organize the provincial People's Council meetingSatisfiedreviewed 28 reports and discussed, passed 19 resolutions. The Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee, the Provincial Fatherland Front Committee and relevant agencies to prepare and organize well the content and program, improving the quality of the Provincial People's Council meetings.

The Standing Committee of the Provincial People's Council fully participated in periodic citizen reception activities, receiving 150 petitions, complaints, denunciations, recommendations and reflections from citizens.

The work of meeting voters before and after the People's Council sessions was organized seriously and had many innovations. In the first 6 months of 2018, the Provincial People's Council Committees organized and implemented 4 supervisions and 3 surveys. The Delegation Groups have developed action plans, focusing on the contents of group activities, organizing supervision, surveys and participating in supervision and survey delegations, and plans to meet voters before and after the session. Before the Provincial People's Council sessions, the Delegation Groups have compiled voters' opinions and recommendations, specifically classified them according to their authority to resolve them; assigned delegates of the Groups to study relevant documents to prepare the content of the Provincial People's Council sessions, focusing on the content of questioning and examining draft resolutions to be submitted to the session.

Participating in the discussion at the Conference, representatives of the Provincial People's Council Delegation and the Standing Committee of the District People's Councils mentioned many issues and contents that received great attention from voters as well as related to the supervision and inspection activities of the Provincial People's Council. Mr. To Van Thu - Vice Chairman of the District People's Council, Head of the Delegation Delegation of Quynh Luu district said that currently, voters in the area are quite upset because of the delay in issuing and exchanging Land Use Right Certificates for the people. Mr. Thu said that Quynh Luu currently has more than 70,000 households, each year only 7,000 - 8,000 red books can be issued and exchanged, so it will take another 10 years to complete.

Also commenting on the difficulties in granting and exchanging Land Use Right Certificates for households, Mr. Le Van Ngoc - Vice Chairman of Vinh City People's Council also said that currently in Vinh City, the situation of violations of the Construction Law is quite complicated and one of the reasons is that the sanctions are not strict. Talking about the shortcomings in the application of information technology in state agencies, Mr. Ngoc affirmed that this is a very important field, especially in building databases, storing and implementing e-government models. However, according to Mr. Ngoc, currently the implementation of information technology systems in districts, cities and towns is being assigned to VNPT Nghe An, the slow implementation has significantly affected the activities of localities. Therefore, the Vice Chairman of Vinh City People's Council proposed the province to give the policy to localities to proactively implement. In the work of resolving voters' petitions, Mr. Ngoc asserted that for a long time, the authorities have been using the "art of answering" to avoid voters. Currently, the specialized agencies are "trying every way to answer" but have not yet found a way to resolve the issues that voters petition.

Reflecting on the difficulties in land and forest allocation, Mr. Lu Dinh Thi - Secretary of the District Party Committee, Chairman of the People's Council of Que Phong district said that the demand for land and forest allocation for production, protection and conservation of the people is very large. However, there are currently many shortcomings, such as the hydroelectric reservoir area is paid for forest environmental services, other areas are not. To allocate land and forest, it is necessary to hire design and measurement consulting units, but the funding for this activity is beyond the capacity of the locality. Secretary of the Que Phong District Party Committee also said that currently, in the district, there are forest areas allocated to enterprises, but in reality, these forest owners cannot enclose, protect and cannot replant. "Therefore, I propose that the province has a solution to hand over to the people," said Mr. Lu Dinh Thi.

Recommending more than 10 contents at the Conference, Mr. Hoang Van Phi - Secretary of the District Party Committee, Chairman of the People's Council of Hung Nguyen district conveyed the issues that voters recommended. Those are sanctions for those who violate food safety and hygiene are not strict; the situation of "brokers" in land auctions is complicated; in the field of education, the replacement of textbooks, taking advantage of the socialization policy to collect money at schools causes much frustration for the people; the problem of contract teachers; the situation of incorrect data information on health insurance cards; in the implementation of the new rural program, the support level for cement is still low and not timely...

Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council affirmed: "If we do not go to the end of voters' opinions, it means that the People's Council's activities have failed."

Considering that there were many valid opinions discussed at the Conference, demonstrating the sense of responsibility of the delegates in improving the quality of the People's Council's activities, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council highly appreciated the contents reflected by the representatives of the Standing Committee of the People's Councils of districts, cities, towns and the Provincial People's Council Delegation. He affirmed that questioning and resolving voters' opinions must always be pursued to the end, this is the task and responsibility of the People's Council and People's Council delegates at all levels. "If we do not pursue voters' opinions to the end, it means we have failed" - Vice Chairman of the Provincial People's Council Hoang Viet Duong asserted, at the same time explaining some contents that the delegates were interested in.

In her concluding remarks at the conference, Comrade Cao Thi Hien - Member of the Standing Committee, Vice Chairwoman of the Provincial People's Council once again acknowledged the participation and contributions of the Delegation Groups. Believing that the Delegation Groups and the Standing Committee of the District People's Council are the extended arms of the Standing Committee of the Provincial People's Council, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that the quality of the meetings, the content of explanations and questions are the concretization of the results of supervision and examination by the delegates through activities at the grassroots level.

Presenting some operational solutions in the coming time, Comrade Cao Thi Hien noted that the Delegation Groups and the Standing Committees of the People's Councils of districts, cities and towns need to better coordinate with the Standing Committee and Committees of the Provincial People's Council in the work of supervising and examining issues raised by voters. Strengthen thematic supervision of the People's Councils of districts; Based on the activities of the Standing Committee of the Provincial People's Council, the Delegation Groups and the District People's Councils should select issues to discuss, question and explain at the meetings, and should delve into specific contents; implement the regime of regular and timely information exchange and reporting; effectively maintain and innovate cluster meetings. The recommendations and proposals of the delegates at the Conference, the Standing Committee of the Provincial People's Council will direct the office to synthesize and transfer to competent agencies for settlement.
