The report quotes former CIA analyst Christopher Johnson as saying that Beijing is pursuing adventurism in the South China Sea and East China Sea because it believes the US lacks decisiveness in diplomatic matters, for example, failing to punish Syria for its use of chemical weapons or Russia for its military intervention in Crimea.
