Russia's TASS news agency quoted Kremlin spokesman Dmitry Peskov as denying Western media reports that Russia was preparing provocative actions in eastern Ukraine, asserting that the information was completely "baseless".

On January 14, US officials also expressed concern that there were signs that Russian “agents of influence” had begun to fabricate provocative actions by Ukraine to justify Russian intervention and sow division in Ukraine.
Relations between Russia and the West have been strained over the situation in Ukraine. Despite some recent positive developments, three talks between Russia and the West this week on Russia’s proposals for joint security have failed to bridge the differences that have brought bilateral relations to a low point.
In another development, the head of the Ukrainian President's office, Mr. Andriy Yermak, also announced on January 14 that the country has proposed to hold a three-way summit with the two Russian and US leaders in the form of a video conference.
