A copy of an important historical document has been found in the Russian presidential archive. It is a record from the minutes of the Politburo meeting of the Communist Party of the Soviet Union on June 22, 1970, titled "On technical assistance to Vietnam in the construction of the Ho Chi Minh Mausoleum in 1970-1971".

Attached was a draft approved by the Council of Ministers of the USSR, defining the scope of participation of the ministries, agencies and organizations of the USSR, entrusted with providing non-refundable technical assistance to Vietnam.

The documents stipulated the volume of work, deadlines and the people who would carry it out, as well as planned working trips of Soviet experts to Hanoi, as well as the reception of Vietnamese experts in the Soviet Union.

At the handover ceremony of the documents, Ambassador of the Russian Federation to Vietnam Konstantin Vnukov expressed his belief that this historical document is of great interest to Vietnamese friends, "another strong sign of our unbreakable friendship, always helping each other, especially in building and preserving the sacred place of Vietnam - President Ho Chi Minh's mausoleum".
