That was the statement made by Mr. Vladimir Shamanov, head of the Defense Committee of the State Duma (lower house) of Russia, at a press conference on March 11 for military attaches of recognized countries registered in Moscow.
"Under current conditions, Russia has the right to act proportionately in the design, production and deployment of medium- and short-range missiles. On March 4, Russian President Vladimir Putin signed a decree suspending Russia's obligations under the Intermediate-Range Nuclear Forces (INF) Treaty until a proportionate solution is adopted. However, we do not intend to be the first to deploy such weapons in regions where there will be no American analogues, including in Europe," Shamanov stressed.
