On July 28, Russian President Vladimir Putin attended the Russian Navy parade honoring the annual Navy Day. Speaking at the parade, President Putin affirmed that the Russian Navy is the leading force in adapting and developing new defense technologies, while ensuring the country's defense capabilities to counter any aggression.
President Putin announced that Russia will build a “unique” fleet, envisioning a long-term historical perspective. Accordingly, the Russian Navy will buy 15 new ships and gunboats, upgrade the coast guard as well as the infrastructure of Russia’s naval bases in 2019.
Iran to reopen Arak nuclear reactor

Iran's media on July 28 quoted the head of the Atomic Energy Agency of Iran (IAEA), Ali Akbar Salehi, as saying that the country will continue to operate the Arak heavy water nuclear reactor. This is one of the steps to produce nuclear warheads.
However, Ali Akbar Salehi said Iran was not seeking nuclear weapons for legitimate reasons. Salehi added that Tehran would also start building a second nuclear plant in Bushehr within two weeks, stressing that the construction would be completed in six years.
UK plans to spend £1bn on no-deal Brexit

A Taliban representative said on July 28 that the group would not hold direct talks with the Afghan government, while denying a senior Afghan government official’s announcement of plans to hold such talks in the near future.
"Intra-Afghan negotiations will only begin after the withdrawal of foreign forces is announced," said Suhail Shaheen, spokesman for the Taliban's political office in Qatar.

The Venezuelan Armed Forces Strategic Command (CEOFANB) said that a US Lockheed EP-3 spy plane violated Venezuelan airspace near the coastal city of Maiquetia at 10:58 a.m. on July 27 and circled the area for about three hours. Venezuelan air traffic control attempted to contact the US plane but "received no response."
"Today, US spy planes once again entered Venezuelan controlled airspace. This is a violation of aviation security and international treaties. The US continues to openly violate our country," the announcement from CEOFANB said.
