Prevent corruption nexus between public and private sectors

(Baonghean.vn) - Preventing corruption links between the public and private sectors - is the opinion of many National Assembly delegates from Nghe An Delegation when participating in group discussions on the draft Law on Anti-Corruption (amended).

On the 10th working day of the 5th session, under the direction of Permanent Vice President of the National Assembly Tong Thi Phong, the National Assembly listened to the Report on explanation, acceptance and revision of the draft Law on Anti-Corruption (amended); Report on examination of the draft Law on Anti-Corruption (amended); Report on explanation, acceptance and revision of the draft Law on amendments and supplements to a number of articles of the Law on Physical Training and Sports.

Regarding the draft Law amending and supplementing a number of articles of the Law on Physical Education and Sports. After listening to the report, some delegates proposed to add the content that industrial parks and high-tech parks must reserve land to build sports facilities to contribute to improving the spiritual life and promoting the physical education and sports movement among workers. Some other opinions disagreed with this point of view.

Commenting on the Explanation Report, some opinions said that to overcome the current situation of drowning of children, the draft needs to add a regulation that swimming is a compulsory subject in the official curriculum. This issue received mixed opinions from delegates. The National Assembly Standing Committee affirmed that increasing or decreasing the duration of physical education should be considered from different aspects. If swimming is a compulsory subject, it will create pressure for schools, teachers as well as parents and students, especially in conditions where schools and educational institutions do not have adequate facilities.

In the afternoon, delegates participated in group discussions on the draft Law on Anti-Corruption (amended).

Speaking at the group, the delegates of the Nghe An National Assembly Delegation basically agreed with the draft law and the explanatory report of the Judicial Committee. Regarding some different contents of the draft law, some delegates said that the situation of corruption in the non-state sector has appeared and developed complicatedly, making it difficult to control.

Delegate Ho Duc Phoc - State Auditor General said that the draft is heavy on anti-corruption regulations for the public sector, but light on the private sector, creating a lack of comprehensiveness and insufficient sanctions to prevent corruption and loss. Therefore, it is proposed that the draft law should have regulations on the act of taking advantage of one's position and power to cause loss of State money and assets.

Colonel Nguyen Huu Cau - Director of Nghe An Provincial Police Department said that the draft law needs to clearly and comprehensively stipulate the achievement of material or immaterial benefits for oneself, for the collective and for others. In addition, the draft law needs to have regulations on the responsibilities and mechanisms of leaders in preventing corruption early.

Agreeing with the opinions of the delegates, comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee proposed that the draft Law stipulates the declaration of assets and income to ensure reasonableness, and needs a clear explanation mechanism to ensure the law is applied in practice when passed. Among the prohibited acts, the draft Law needs to stipulate illegal obstruction and interference in the detection and handling of people with corrupt acts.
