Social Policy Bank accompanies and supports people and businesses
(Baonghean.vn) - The Covid-19 pandemic has severely affected many areas of social life. Therefore, the task of recovering and rapidly developing production and business activities, creating jobs, and ensuring livelihoods for people is an urgent task of the Vietnam Bank for Social Policies (VBSP).
TIMELY DISBURSEMENT OF PREFERENTIAL CAPITAL TO WORKERS
In the context of the Covid-19 pandemic, the People's Credit Fund has proactively implemented a number of solutions to support customers affected by the pandemic. Following Resolution No. 154/NQ-CP dated October 19, 2020 of the Government, the People's Credit Fund has implemented well.preferential credit policy for employersto support salary payment for employees according to Resolution No. 68/NQ-CP dated July 1, 2021 of the Government.
In Nghe An, with this credit policy, the Branch has disbursed VND 20,314 billion to 54 enterprises to pay salaries to 2,973 employees (of which: 10 enterprises borrowed support capital under Resolution No. 154 and 44 enterprises borrowed support capital under Resolution 68); restructured debt repayment time for 13,599 customers/VND 312.6 billion affected by the Covid-19 pandemic; provided additional loans to 3,158 customers who are poor households and policy beneficiaries affected by the pandemic with an amount of VND 121 billion torestore production and business, create jobs.

From the beginning of 2022 to now, the disbursement activities of the Social Policy Bank, Nghe An branch, have continued to increase significantly, with loan turnover reaching nearly 350 billion VND, debt collection turnover of more than 260 billion VND, capital mobilization of all kinds increasing compared to 2021, total mobilized turnover reaching nearly 1,900 billion VND. Previously, in 2021, policy credit made important contributions to the socio-economic development achievements of the province, helping 31,700 poor and near-poor households escape poverty.
On January 30, 2022, the Government issuedResolution No. 11/NQ-CPJanuary 30, 2022 on the Socio-Economic Recovery and Development Program. On February 16, the Vietnam Bank for Social Policies held an online conference to implement Resolution No. 11/NQ-CP dated January 30, 2022 on the Socio-Economic Recovery and Development Program. Accordingly, the Vietnam Bank for Social Policies was assigned to implement preferential credit programs for 2 years (2022 - 2023), including:

Loans to support job creation, maintenance and expansion in accordance with Decree No. 61/2015/ND-CP dated July 9, 2015, Decree No. 74/2019/ND-CP dated September 23, 2019 and related documents. The total maximum loan capital is VND 10,000 billion, of which in 2022 the total maximum loan capital is VND 7,000 billion.
Lending to individuals and households to buy, lease-purchase social housing, housing for workers; build new or renovate, repair houses according to the social housing policy as prescribed in Article 16, Decree No. 100/2015/ND-CP dated October 20, 2015, Clause 10, Article 1, Decree No. 49/2021/ND-CP dated April 1, 2021 and related documents. The total maximum loan capital is 15,000 billion VND, of which in 2022 the total maximum loan capital is 6,800 billion VND.

Loans for students to buy computers, online learning equipment and cover learning expenses. Loans to cover learning expenses are implemented according to Decision No. 157/2007/QD-TTg dated September 27, 2007 and related documents. The total maximum loan capital is 3,000 billion VND, of which in 2022 the total maximum loan capital is 1,500 billion VND.
Lending to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period according to Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14 of the National Assembly. The total maximum loan capital is 9,000 billion VND, of which in 2022 the total maximum loan capital is 3,000 billion VND.
Loans for non-public preschools and primary schools that must suspend operations for at least 1 month according to pandemic prevention and control requirements. The total maximum loan capital is 1,400 billion VND, of which in 2022 the total maximum loan capital is 700 billion VND.
Continue to implement loans for employers to pay for work stoppage wages and production recovery wages for employees according to the direction of the Government and the Prime Minister.
FOCUS ALL RESOURCES TO DEPLOY TIMELY AND EFFECTIVELY
It can be said that, in the province's internal conditions, self-financing to synchronously implement tasks is extremely difficult. Resolution No. 11/NQ-CP of the Government has just been issued with fundamental and appropriate tasks and solutions, which will be an extremely important and timely resource for our locality, creating conditions to support people and businesses to restore production, contributing to the completion of the set socio-economic goals.
Recognizing the role and importance of the policy, the People's Committee of Nghe An province issued Document No. 821/UBND-TH dated February 9, 2022, directing relevant departments, branches and sectors to coordinate and actively advise on the comprehensive implementation of the tasks and solutions of the Resolution from the beginning of February 2022.

Mr. Nguyen Van Vinh - Deputy DirectorPeople's Credit Fund Nghe An Branchsaid: The Covid-19 pandemic has seriously affected the ability to implement the goals, targets and tasks of socio-economic development in 2022 and the entire period of 2021-2025 of Nghe An province. Currently, the branch is actively preparing the contents to deploy credit packages according to Resolution No. 11.
In order to implement preferential credit policies in a timely, effective and targeted manner to support the poor and other policy beneficiaries to overcome difficulties caused by the Covid-19 pandemic, contributing to economic recovery and development according to Resolution No. 11, the VBSP Nghe An branch is coordinating with departments, branches and localities to focus on mobilizing all resources to organize and implement the assigned tasks. Focus on organizing and implementing loans to ensure timely, effective and targeted support, publicity and transparency, helping the poor and other policy beneficiaries to easily access the policy, ensuring the feasibility of the policy, and effective use of State resources. At the same time, doing a good job of disseminating preferential credit policies to contribute to economic and social recovery and development to all levels, branches, business communities, members, workers and people to know, organize implementation and supervision.
Currently, Nghe An is continuing to effectively implement the loan program for employers to pay for work stoppages and production recovery wages; The Provincial People's Committee directed the Department of Finance and People's Committees of districts, towns and cities to complete the allocation and transfer of the 2022 entrusted budget to the Vietnam Bank for Social Policies before March 31, 2022 to proactively disburse loans from the beginning of the year.

It is known that through preliminary review, the capital growth demand in 2022 - 2023 for the Job Creation Loan Program is 1,400 billion VND and social housing is about 250 billion VND, of which: in 2022, the demand for job creation loans is 700 billion VND, and the social housing program loan is 100 billion VND. Currently, units in the province are continuing to review and determine actual needs. For the student loan program, Nghe An is the branch with the largest annual loan turnover and program outstanding debt in the country, the capital management work is highly effective, the program has helped tens of thousands of disadvantaged students to borrow capital, study successfully. Currently, units in the province are actively coordinating to review and determine actual needs.
To effectively implement the policies, the People's Committee of Nghe An province hopes that relevant ministries, departments and central agencies will soon issue regulations and guiding documents, and at the same time pay attention to allocating resources to promptly implement policies according to Resolution No. 11/NQ-CP of the Government.
In 2021, Nghe An is the province with the highest number of workers returning from localities affected by the epidemic in the country (from April 2021 to October 2021, the number of citizens returning from epidemic areas was about 100,000 people. Of which, the number of people of working age returning from epidemic areas was 75,858 people, accounting for 75.95% of the total number of citizens returning to their hometowns).
