Social Insurance Industry: Overcoming difficulties, effectively performing 'dual' tasks
(Baonghean.vn) - In the first 6 months of 2020, Vietnam Social Security has always been proactive, closely following the direction and administration of the Government and the Prime Minister, especially promptly organizing the implementation of tasks and solutions to remove difficulties for units and businesses, ensuring social security, responding to the Covid-19 pandemic, and successfully completing the assigned tasks.
Positive results
In the first 6 months of 2020, Vietnam Social Security has always been proactive, closely following the direction and administration of the Government and the Prime Minister, in particular, promptly organizing the implementation of tasks and solutions to remove difficulties for units and enterprises, ensure social security, and respond to the Covid-19 pandemic in accordance with the direction of the Government and the Prime Minister; seriously implementing the Resolutions of the Party and the Government on the field of social insurance and health insurance; closely coordinating with relevant ministries and branches to perfect the system of policies and laws on social insurance, health insurance and unemployment insurance; proactively developing plans and assigning tasks to social insurance agencies of provinces and cities; synchronously implementing solutions to successfully complete the assigned targets and tasks in 2020, especially in the context of the whole economy being affected and impacted by the pandemic.

On July 8, in Hanoi, Vietnam Social Security held an online conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2020. Total revenue from social insurance, health insurance, and unemployment insurance is estimated to reach 45.3% of the yearly plan (up 6.8% over the same period in 2019). The total amount of social insurance debt subject to interest (from 1 month or more) is about VND 21,231 billion, accounting for 5.3% of receivables.
Notably, in the context of units and enterprises being affected by the Covid-19 epidemic, Vietnam Social Security has actively directed the Social Security of provinces and cities to closely coordinate with relevant departments and branches to promptly support units in overcoming the damage caused by the epidemic; promptly appraise records, resolve the temporary suspension of contributions to the pension and death fund for enterprises affected by the Covid-19 epidemic.
According to the report of the Social Insurance of provinces and cities as of June 30, 2020, the number of units that have submitted documents approved to temporarily stop paying into the pension and death fund due to the impact of the Covid-19 epidemic is 1,519 units, corresponding to 130,794 employees and an estimated amount of about 475 billion VND.

In localities, the settlement of regimes and policies for participants in social insurance, health insurance, and unemployment insurance is carried out promptly and in accordance with regulations with simplified administrative procedures.
Specifically, the entire social insurance sector is estimated to have resolved 60,523 pension and monthly social insurance benefit applications (up 7.4% over the same period in 2019); 454,209 people receiving one-time benefits (up 9.2% over the same period in 2019); 4,589,884 people receiving sickness, maternity, convalescence and health recovery benefits (down 11.4% over the same period in 2019).
Coordinated with the Department of Labor, Invalids and Social Affairs to resolve unemployment insurance benefits for 474,622 people (an increase of 11.5% over the same period in 2019), including: 468,152 people receiving unemployment benefits, 6,470 people receiving vocational training support funds. Payment of health insurance medical examination and treatment costs for 77.657 million inpatient and outpatient medical examinations.

Social insurance agencies at all levels have closely coordinated with the Post Office to promptly and fully pay social insurance regimes and policies to participants; pay pensions and social insurance benefits for April and May 2020 in the same payment period, organize the payment of pensions and social insurance benefits at home for beneficiaries in cash, ensuring the safety of beneficiaries during the peak period of Covid-19 epidemic prevention and control; promptly remove obstacles in the payment of social insurance regimes; strictly manage beneficiaries; continue to expand the pilot application of information technology in the payment of pensions and social insurance benefits via post.
As of June 2020, the two sectors are coordinating to pay nearly 3.2 million pensioners and monthly social insurance benefits; of which, cash payments are made to about 2.5 million people and payments through personal accounts are made to about 687,000 people.
Inspection and examination work:As of June 2020, the entire industry has conducted specialized inspections at 834 units, thereby discovering 2,371 employees who are required to participate but have not participated or have not paid for the required time with the amount of arrears being 18,455 billion VND; 9,985 employees have not participated at the prescribed level with the amount of arrears being 51,785 billion VND. The amount of arrears that units have paid during the inspection period is 98,147 billion VND. Issued 82 decisions on administrative sanctions and recovered 4,326 billion VND.

Directing the Social Insurance of provinces and cities to continue to promote the reception and return of results of administrative procedures through electronic transactions; maintaining the reception and return of results of administrative procedures directly at the "One-stop" department, through public postal services, ensuring the best service for the rights of participants and strictly implementing measures to prevent and control the Covid-19 epidemic according to the direction of the Government and the Prime Minister.
To date, the Social Insurance sector has provided 5 online public services for businesses and people on the National Public Service Portal according to Decision No. 411/QD-TTg dated March 24, 2020 of the Prime Minister; integrated and provided 3 more public services on the National Public Service Portal to support businesses and people facing difficulties due to the Covid-19 pandemic.

In the last 6 months of 2020, Vietnam Social Security determined: Continue to focus on implementing tasks and solutions to support businesses and people facing difficulties due to the Covid-19 pandemic according to the direction of the Government; develop and deploy plans and operational scenarios (monthly, quarterly, and yearly) to accelerate the development of social insurance, unemployment insurance, and health insurance participants, in which it will strengthen coordination with collection agent systems to organize appropriate forms of propaganda and mobilization; promote and innovate communication work in the new situation, focusing on communication aimed at groups of participants in voluntary social insurance, family health insurance, etc.

The whole sector will also continue to promote administrative procedure reform, enhance the application of IT and e-transactions; expand the provision of online public services at levels 3 and 4, integrate interconnection to provide public services under the sector's jurisdiction on the National Public Service Portal; continue to review and complete data on households participating in health insurance, issue social insurance codes to participants, etc.
With the close direction of the Government, the proactive and active coordination of relevant ministries, branches, provincial and municipal Party committees and authorities, and the determination of the Social Insurance sector, we believe that Vietnam Social Insurance will ensure the comprehensive completion of its targets and tasks in 2020./.
