(Baonghean) - Nghe An newspaper publishes over 16,000 issues every day. In order to promptly serve readers with official information from the provincial party newspaper, the Postal Service has made a significant contribution to carrying out this important political task.
In recent years, with the attention of the Standing Committee and the Propaganda Department of the Provincial Party Committee, and the efforts of the editorial staff, Nghe An newspaper has been positively received by readers with a print circulation of over 160,000 copies/day, ranking 3rd in the party newspaper system nationwide, covering nearly 100% of the party's grassroots organizations and branches in districts, cities and towns. At the same time, the number of readers accessing Nghe An electronic newspaper averages from 150,000 - 200,000 times/day.

Every year, the Propaganda Department advises the Standing Committee of the District, City, and Town Party Committees to work with the leaders of Nghe An Newspaper, develop a plan to coordinate propaganda activities in the area; assign staff to monitor the purchase and use of party newspapers in grassroots party organizations; include it in the annual emulation scoring criteria to reward and criticize leaders. Assign responsibilities to the Heads of the Department of Education, the Medical Center, the Department of Finance, etc. to jointly implement.
In addition, the Post Offices of districts, cities and towns have innovated their working methods to be more scientific and professional. They regularly coordinate with the Propaganda Department and Nghe An Newspaper to update the increase and decrease data to promptly remedy the situation. The Editorial Board of Nghe An Newspaper also coordinated to organize an inspection team for the distribution and use of Party newspapers, including representatives of relevant departments and branches such as the Propaganda Department of the Provincial Party Committee and the Provincial Ethnic Committee on the content: ordering, delivering and using Party newspapers for subjects according to regulations in the districts.
Tuong Duong District is the first unit to complete 100% coverage of party newspapers to all party cells and focal points and maintain the achievement for the past three years. In addition to the joint efforts of all levels and sectors, the role of the Post Office is very important. In particular, comrade Tuan Anh - former Director of the Post Office also took on the role of distribution staff, regularly contacted reporters in charge of the area, updated data of each unit and reported to the Propaganda Department for timely direction and urging. Although the unit has not yet signed a contract to subscribe to newspapers annually, there has been no phenomenon of cutting newspapers in the middle, especially during the summer in school party cells. In some areas far from the center, when the newspaper distribution was not timely reported, measures were taken to rectify the situation so that postal staff could correct it.
Recognizing the responsibility of distributing party newspapers, Thanh Chuong Post Office has continuously invested in equipment and improved its service network. Ensuring the requirements, when the newspaper arrives, it is quickly exploited - quickly transported - quickly distributed so that agencies and units in the district have Nghe An newspaper every day. The route of the third-class mail route and the mail route to the commune has also been significantly improved, by car, motorbike, and in the flood season, the mail route is transported by boat, ensuring smooth information, shortening the time to deliver the Party's newspapers and magazines to the subjects.
Pioneering in implementing the policy of the Standing Committee of the District Party Committee and Nghe An Newspaper in signing a yearly newspaper subscription contract, paying quarterly, the leaders and staff of Thanh Chuong Post Office actively mobilized units to implement the directives of superiors on purchasing and using Party newspapers. Photocopied documents of the Standing Committee of the District Party Committee requiring postmen to deliver directly to Party cell and Party committee secretaries. Ready to give to units in debt so as not to cut newspapers due to slow funding. Distribution staff updated data and promptly reported to the Propaganda Department, leaders of the Department of Education and Training, etc.

The excellent completion of the task of distributing party newspapers must be mentioned Hoang Mai Town Post Office, although it was separated from Quynh Luu District Post Office not long ago, but the working style is quite professional. From the Director to the distribution staff, the Town Post Office goes all the way to the facility to sign the annual newspaper subscription contract, it is the only unit to sign the annual newspaper subscription contract at schools.
Accordingly, the task of distributing party newspapers in the town has been completed. There is no unit cutting newspapers in the middle of the month or quarter, delivery is guaranteed on time and to the correct address. The town post office also regularly contacts customers to take care of them and receive their opinions to serve them better, creating prestige and trust. Some post offices in districts such as Nghi Loc, Hung Nguyen, Cua Lo, Do Luong, Ky Son, Nam Dan... regularly update reporting data to the District Party Committee's Propaganda Department for timely correction.
Although the Postal sector has been moving towards professional operations, there are still some problems that need to be further resolved, such as: at the beginning of the quarter and the beginning of the year, the demand data for newspapers is unstable, sometimes decreasing sharply, and is slow to be resolved. Some districts and urban areas have not implemented the policy of signing annual contracts and paying quarterly. The data transmitted between the Provincial Post Office and the District Post Offices is sometimes different and inaccurate. The comparison of data between the staff monitoring the circulation data of the Newspaper and the Post Office has not been timely, leading to difficulties in monitoring and urging the timely distribution of newspapers in the areas. The implementation of procedures for registering to subscribe to newspapers for customers is still rigid. The delivery work in many places has not met the requirements, in some cases there are shortages, excesses, and slow delivery...
Evaluating the work of delivering party newspapers, Ms. Bui Thi Minh - Director of the Provincial Post Office said: The staff is quite professional, enthusiastic, always close to the area, the delivery is familiar with the work, there is a newspaper printing point nearby so they can proactively deliver to the district routes in a timely manner. Recently, the work of distributing party newspapers has been coordinated by the Provincial Party Committee's Propaganda Department and Nghe An Newspaper, so the number of newspapers distributed is increasing. Increasing the distribution address, so the Post Office has tried to arrange to better meet public service needs. Since March, the Provincial Post Office has directed post offices in districts, cities and towns to organize and arrange a reasonable network of mail routes and delivery routes to shorten the time for newspapers to reach recipient addresses, especially district and town centers. In the coming time, we will continue to strengthen the inspection and supervision of the implementation of professional processes in the work of distributing newspapers to serve customers better.
