(Baonghean.vn) - This is one of the important contents in the guidelines for linking the organization of life skills education activities in educational institutions recently issued by the Department of Education and Training.

Voluntary and without pressure

Since the beginning of this school year, the Department of Education and Training has directed to temporarily suspend joint teaching.life skillsIn schools after there were many opinions that this program still has many shortcomings.

Besides, some educational institutions in the process of linking with Life Skills Centers to organize after-school activities for students are not unified and lack consistency, creating some negative public opinions in the community.

To rectify this activity, according to the guidance in Document No. 2528/SGD&ĐT-CTTT-GDTX, dated October 19, 2023 of the Department of Education and Training, life skills education activities in schools must ensure 4 principles.

That is to contribute to consolidating and improving knowledge, skills, and personality education for learners; with content suitable to the psychological characteristics of learners, in accordance with Vietnamese customs and traditions.

In addition, it must be consistent with the educational program and not change the school year time frame of preschool and general education institutions; the content must not overlap with the compulsory life skills education program as prescribed by the Ministry of Education and Training.

In addition, educational institutions shall cooperate in organizing life skills education activities based on the voluntary spirit of students and the consent of parents; in accordance with the characteristics and actual conditions of the school and locality; and at the same time, be responsible for organizing the implementation of life skills education content through the form of cooperation within their units. The implementation process must ensure safety, practicality, effectiveness, and suitability and not cause pressure on students.

Tighten appraisal work

To ensure that the linkage of life skills education in schools meets the requirements, the Department of Education and Training has also issued many strict regulations in the appraisal work.

Accordingly, life skills centers that cooperate to teach in schools must have curriculum, documents, and programs issued or approved by competent authorities; and have a license to operate life skills education in Nghe An province.

Teachers, reporters, and coaches must be sufficient in number, have good moral qualities; not be subject to disciplinary action from warning or higher, not be prosecuted for criminal liability; have a certificate of pedagogical skills; be knowledgeable in the fields of life skills or related educational activities; have a certificate or certification of training in life skills activities issued by a competent life skills training unit; ensure facilities and equipment to organize activities in accordance with current regulations and be approved by the Department of Education and Training to organize life skills education activities in educational institutions.

On the part of educational institutions in the coordination process, there must be enough managers, teachers, and staff participating in managing and supervising the implementation of life skills education activities of the center.

As directed byDepartment of Education and Training,For life skills activities, units are proactive in building appropriate revenue levels to cover the costs of implementing life skills education activities; ensuring sufficient revenue to cover expenses, consistent with the contribution capacity of parents.

In addition, depending on the actual situation of each unit, the conditions of facilities, teaching equipment, capacity of the teaching staff, etc., the units are proactive in building expenditure estimates for expenditure groups but not exceeding the current prescribed expenditure norms and balancing the unit's revenue. Details of expenditure contents and expenditure levels must be approved by the conference of cadres, civil servants and public employees; and at the same time, they are stipulated in the internal expenditure regulations of the unit.

Based on the school's capacity, the needs and wishes of parents and students, educational institutions sign contracts with the center. The contract must clearly stipulate: teaching content, funding, teaching staff, trainers (clearly stating full name, year of birth, gender, professional qualifications, certificates of pedagogical skills, training certificates in related fields, work unit, notes, confirmation of the principal); teaching form, location, quality commitment, responsibilities of each party.

At the end of the semester and school year, the life skills center coordinates with educational institutions and parents to check and evaluate the results of program implementation according to quality commitments.
