Nghe An Department of Home Affairs innovates and creates to meet task requirements in the new situation
(Baonghean.vn) - Over the past 75 years, the Nghe An Home Affairs sector has always been associated with the history of fighting and protecting the achievements of the revolution, gaining national independence, building and developing the country. The entire sector has always strived to overcome difficulties and successfully completed all assigned tasks.
HEROIC TRADITION
75 years ago, after the victory of the General Uprising to seize power, on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam announced the establishment of 13 ministries, including the Ministry of Interior, to introduce to the people. During the two fierce resistance wars against France and the US, despite facing numerous difficulties in work, lack of facilities, human resources... generations of officials in the Interior sector, regardless of the circumstances, still excellently completed their assigned tasks.

After the complete liberation of the South and the reunification of the country, the Nghe An Department of Home Affairs has played a good advisory role to the Provincial Party Committee and Provincial People's Committee in consolidating and building the government apparatus at all levels and in all sectors, contributing to quickly overcoming the consequences after many years of war, stabilizing the lives of cadres and people and focusing on socio-economic development and national construction.
In 1976, the Central Government had a policy to merge Nghe An and Ha Tinh provinces into Nghe Tinh province, the Government Organization Boards of the two provinces merged into Nghe Tinh Government Organization Board. In 1991, Nghe Tinh province was split into Nghe An and Ha Tinh provinces. The Government Organization Boards of the two provinces were split and quickly stabilized to begin carrying out new tasks.
In 2004, implementing Decision No. 248/2003/QD-TTg of the Prime Minister, the Provincial Government Organization Committee changed its name toNghe An Department of Home Affairs, the organizational structure has also been innovated and improved. In 2008, implementing Decree No. 13/2008/ND-CP of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities; the Department's structure was organized into a multi-sector, multi-field Department; in addition to the internal organizations that were kept stable, the Department was supplemented with the state management function of Religion, Emulation - Commendation, Documents and Archives and Youth work.

Through historical periods with changes in organization, name, functions and tasks, the provincial Home Affairs sector has continuously innovated and developed; always fulfilling the functions and tasks assigned by the Provincial Party Committee, People's Council and Provincial People's Committee.
INNOVATIVE, CREATIVITY, EFFICIENCY
Over the past years, with the close leadership and direction of the Provincial Party Committee, People's Council and People's Committee, the harmonious and responsible coordination from all sectors and levels, and the efforts of civil servants and public employees in the whole sector, Nghe An Home Affairs has successfully completed the tasks assigned by superiors, including outstanding and noteworthy results such as:
Advise the Provincial Party Committee and Provincial People's Committee to focus on leading, directing and drastically implementing Resolution 6 of the Central Committee (12th term). Up to now, the whole province has reduced 04 branches, 10 focal points at the department level of administrative agencies at the provincial and district levels; reduced 183 public service units, 387 internal organizations and 183 heads and deputy heads of service units. Advise on the good implementation of the policies and projects of the Central Committee on the arrangement of administrative units at the commune level; hamlets, blocks, and villages; after the arrangement, 20 administrative units at the commune level and 2,082 hamlets, blocks, and villages have been reduced.

Continue to build and improve the quality of staff and civil servants. Advise and guide agencies and units to develop job position projects. Implement policies to attract, discover, promote and reward talented people in public service activities. The training and development of civil servants and public employees at all levels is focused on and implemented.
Implementing the work of streamlining the payroll according to Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government. From 2015 to now, the whole province has had 3,128 people benefiting from the policy, with an amount of nearly 386 billion VND. The salary regime, rank promotion, transfer of civil servant ranks, and promotion of professional titles of civil servants are implemented promptly, ensuring the rights of civil servants.
The administrative reform work has had many positive changes. The PAR Index, the Provincial Competitiveness Index (PCI) and the rankings of the province in recent years have been higher year after year. The Provincial Governance and Public Administration Performance Index (PAPI) has been improved. The Department of Home Affairs has focused on advising the Provincial Party Committee and the Provincial People's Committee to focus on leading and directing the administrative reform work; implementing the "Year of Administrative Reform". Administrative procedure reform (TTHC). The one-stop mechanism has been implemented synchronously in all administrative agencies at all levels.

The emulation and reward work has had many innovations in content and form, focusing on launching extensive emulation movements, thereby discovering, fostering, summarizing and replicating advanced models. The state management of religion has been strengthened and focused on contributing to promoting the good cultural and ethical values of religions. The state management of archives has become increasingly systematic.
With its outstanding achievements in recent times, the Nghe An Home Affairs sector has been recognized and awarded by the Central Government, Party Committees and authorities at all levels, such as: Third, Second and First Class Labor Medals, Excellent Emulation Flags of the Government, many Certificates of Merit from the Ministry of Home Affairs and the Provincial People's Committee. Many cadres and civil servants of the sector have been awarded Certificates of Merit by the Prime Minister, ministries, central agencies and the Chairman of the Provincial People's Committee; some comrades have been awarded Third and Second Class Labor Medals by the State.

In addition to the achievements in recent times,Nghe An Department of Home AffairsThere are still difficulties and shortcomings that need to be overcome. Therefore, in the coming years, the industry will focus on a number of key tasks as follows:
The first:Proactively advise on the effective implementation of the Programs and Projects of the Provincial Party Committee and the Provincial People's Committee on perfecting and reorganizing the apparatus of agencies and units; administrative units at district and commune levels in the province in the spirit of Resolution 6 of the Central Committee (Term XII) and major policies of the Central Committee. Prepare all conditions to advise the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to successfully implement the election of deputies to the 15th National Assembly and the election of People's Councils at all levels for the 2021-2026 term in Nghe An province.
Monday:Synchronously deploy all contents in the State Administrative Reform Master Program for the period 2020-2030. Administrative Reform Program for the period 2021-2025. Continue to promote administrative procedure reform, simplify administrative procedures, especially in areas of interest to people and businesses or with many concerns. Strengthen inspection, handling of public affairs and compliance with discipline and administrative discipline, resolutely handle officials, civil servants and public employees who violate discipline and administrative discipline to build a professional, responsible, dynamic, transparent and effective public service.

Tuesday:Advise on the effective implementation of policies related to personnel work, civil servants and public employees, in which continue to focus on streamlining the payroll and restructuring the staff, civil servants and public employees to improve the quality of the staff, civil servants and public employees; effectively implement the attraction policy. Innovate training and fostering work according to job titles and job position requirements for cadres, civil servants and public employees. Resolve policies and regimes for redundant communal-level cadres, civil servants and non-professional cadres due to the implementation of Decree 34/2019/ND-CP of the Government; due to the implementation of the Project to bring regular police to the commune and due to the arrangement and restructuring of the staff. Conduct assessment of civil servants and public employees according to job positions.
Wednesday:Strengthening direction and leadership of state management of religion, ensuring people's freedom of belief and religion and religious activities taking place in accordance with the law, ensuring people's freedom of belief.
Thursday:Improve the quality of emulation and reward work, targeting the grassroots and direct workers. Regularly launch emulation movements to promote patriotic emulation movements in agencies, units and localities.
