Pedagogy industry reduces enrollment quota by 33%

The total target for teacher training nationwide in 2018 is 35,000, a decrease of 17,000 compared to the previous year.

On April 13, the Ministry of Education and Training announced that after reviewing the current status of the teaching staff, synthesizing the needs of each locality and the capacity of each school, the Ministry decided to continue reducing the 2018 teacher training quota to 35,000. Compared to 2017, when the whole country recruited 52,000, this year's number is 17,000 less.

4/6 national key pedagogical universities have lowered their enrollment quotas compared to 2017. Hanoi Pedagogical University has recruited 1,415 students, down 21% compared to last year; Hue University of Education has reduced its enrollment quota by 37.5% for university-level teacher training; Thai Nguyen University of Education has reduced its enrollment quota by 31.4%; Ho Chi Minh City Pedagogical University has reduced its enrollment quota by 7.6%.

Hanoi Pedagogical University 2 and Da Nang Pedagogical University keep the same recruitment level as last year, with 1,220 and 434 targets, respectively.

The sharp reduction in teacher training enrollment quotas is happening at regional universities. Pham Van Dong University (Quang Ngai) in 2018 only recruited 88 university teacher training quotas, a decrease of 73% compared to the previous year. The university's college quota also decreased from 630 to 410.

Quang Nam University's enrollment target for university-level teacher training is only 120, a decrease of 58% compared to last year. Can Tho University has reduced its target by 46.3%; Thu Do University (Hanoi) has reduced its enrollment target for university-level teacher training by 19.5%.

Pedagogical colleges have had their quotas lowered the most, even cutting training majors. In 2018, Ha Giang Pedagogical College only recruited 80 students, a decrease of more than 73% compared to last year. This year, the school stopped recruiting 2/4 majors: Literature Pedagogy and Chemistry Pedagogy.

Bac Ninh Pedagogical College reduced its quota by 66%; Thai Binh Pedagogical College reduced its quota by 45%.

According to the Ministry of Education, the country has about 100 facilities licensed to train teachers at all levels.According to the plan, by 2020, the scale of teacher training will account for 10% of the total number of new students. However, from 2013 to 2016, the enrollment target for teacher training has always been higher than the set target. Meanwhile, the whole country currently has a surplus of more than 12,000 junior high school teachers and 4,200 high school teachers.

The biggest shortage now is at preschool level with more than 34,000 teachers; primary level is lacking.5,300.

In the 2017 admission season, the Pedagogy industry caused concern for society when the entrance scores of many universities and colleges were low.The University of Education (Thai Nguyen University) has 6/14 training majors with a benchmark score of 15.5, equal to the floor level.Hue University of Education 10/15 majors get the converted floor score.Especially in the pedagogical college block, there are schools that accept candidates with 3 points per subject.

Deputy Prime Minister Vu Duc Dam, in a working session with the Ministry of Education (August 2017), urgently requested to resolve the low quality of input in the education sector.Minister of Education Phung Xuan Nha later affirmed that in 2018, the Ministry will assign quotas to schools, according to local orders and on track to continue to decrease (in 2017, the decrease was 20% compared to the previous year).Since 2018, the Ministry has removed the minimum university entrance score, except for pedagogical majors.
