Nghe An tax sector has more than 400 initiatives in 5 years

(Baonghean) - As a sector that manages a difficult economic field, the amendment of legal regulations takes place quite often, in addition to the strong application of technology, so in recent years, the work of innovation and improvement has been paid attention to and effectively implemented by the Nghe An Tax Department. There have been 402 initiatives from 2011-2016 recognized by the General Department of Taxation.

Typical initiatives

The initiative to prevent tax losses in motorbike trading activities is an example. Since 2015, Nghe An Tax Department has detected many signs of tax risks for motorbike trading enterprises in the area. Enterprises are agents for the same company, doing business in the same area but the selling price of the same type of vehicle has a big difference. The ratio (selling price - purchase price) / purchase price is very different; The enterprise is large in scale, growing but the gross profit ratio is low; The ratio of tax payable to total revenue is low; The actual selling price is higher than the listed price of enterprises...

Based on these observations, in mid-2015, the Tax Department requested the Tax Branches to report on the tax declaration, payment and refund of the 30 largest motorbike trading enterprises in the province from 2012 to 2014, giving a preliminary assessment of the business situation and tax declaration of these enterprises. After receiving the financial statements and corporate income tax settlement of the enterprises in 2015, the Tax Department continued to synthesize and analyze data, develop plans and programs to prevent tax losses for motorbike trading activities.

On April 2, 2016, the Steering Committee for Tax Loss Prevention met, reviewed, commented and approved the Implementation Plan and steps to combat tax loss for motorbike trading activities. Some businesses had to work 3-4 times, but in the end, the above businesses agreed to declare at the minimum rate required.

With the initiative to combat tax losses from petroleum business, Nghe An tax sector has collected an additional 350 billion VND.

From that victory, Nghe An Tax Department has advised the Provincial People's Committee to amend and supplement the registration fee calculation price list to ensure that registration fees are calculated closely following market prices.

With many steps of close and precise working, up to now, most of the motorbike businesses in the area have cooperated. The result has been to collect more than 25 billion VND in tax. This initiative has been learned from by many Tax Departments of other provinces.

Nghe An Tax Department's IT Department actively supports departments in applying IT software to tax management.

Another initiative is the initiative to combat tax losses in the petroleum business. Deployed and implemented from 2015 to present, the industry has advised the People's Committee of Nghe An province to issue the Project: "Combating tax losses in the petroleum business in Nghe An province by managing total meters on petroleum measuring devices" which has helped Nghe An Tax Department collect an additional 350 billion VND (in the first 10 months of 2016).

After this initiative was applied effectively at the Nghe An Tax Department, the Ministry of Finance issued Official Dispatch No. 12733/BTC-TCT dated September 13, 2016 requesting provinces to coordinate in directing tax management for petroleum trading activities. The General Department of Taxation issued Official Dispatch No. 4156/TCT-DNL dated September 13, 2016 on strengthening tax management for petroleum trading activities, and applied it in 63 provinces and cities nationwide.

At the beginning of each year, the emulation movement for innovation and improvement is launched by the Nghe An Tax Department throughout the industry, with the active response of units, departments, and branches. This emulation has become a tradition and brought many rewards and honors to the entire industry. The most honorable thing is that it is applied nationwide by the General Department of Taxation and the Ministry of Finance.

402 initiatives from 2011 to 2016 are a "telling" number about the creative labor emulation movement of the whole industry to find more and more useful solutions in tax management, to bring high efficiency in the work of preventing tax losses, increasing state budget revenue. Every department and branch actively competes, researches and explores in their field to contribute to the unit's excellent completion of the annual budget collection task.

Some other initiatives can be mentioned such as: Anti-tax loss in transport business, initiative "Administrative reform in receiving civil servant recruitment exam documents", although the General Department of Taxation is only ranked as good, but currently the reception of documents has been applied in the Finance sector system, this initiative also won first prize in the contest "Joining hands to reform administrative procedures" organized by the Nghe An Provincial Civil Servants' Union in 2014.

The initiatives "Improving the efficiency of receiving tax records by declaring taxes online"; "Supporting, answering tax policies and guiding the implementation of tax administrative procedures via email address"; "Improving the efficiency of handling administrative procedures by paying taxes electronically"; "Improving the efficiency of supporting and answering tax policies on the Tax Department's website" are classified as excellent and fair by the General Department of Taxation...

On the information technology front, with many initiatives, the industry has also achieved a rate of 100% of enterprises in the whole province registering and declaring taxes electronically, successfully deploying the Centralized Tax Management System (TMS), which is to centralize the tax management database nationwide into one focal point and other applications...
