Promote the application of information technology

Nghe An Tax Department is the leading unit in the country in applying information technology to serve tax management, supporting people and businesses in performing administrative procedures for tax declaration and electronic tax payment. With more than 30 software provided by the General Department of Taxation and self-developed by the Tax Department, it has basically met most of the requirements of management and supported taxpayers in tax declaration and payment.

Currently, Nghe An Tax Department is effectively implementing a number of administrative procedures (AP) online for people and businesses, including 57 APs at level 3 and 3 APs at level 4.

Mr. Vuong Dinh Chinh - Head of Propaganda and Support Department of Nghe An Tax Department said: Up to now, more than 9,000 enterprises in Nghe An have declared and registered to pay taxes via the Internet, reaching 100% of the number of operating enterprises that have declared taxes; the rate of electronic tax payment documents and the amount of tax paid electronically has always been maintained at 95% or more. With this result, enterprises have saved a lot of time and effort and also made Nghe An the leading unit in the country in electronic tax declaration and payment.

For Nghe An Tax Department, online management and online meetings have been carried out regularly for many years. From the Department's leaders to each department and unit officer, from urban to rural and mountainous areas, all have proficiently applied information technology and tax management software, and internal industry management. The Department's leaders regularly organize training and fostering so that 100% of officers and employees know how to exploit and proficiently use tax management programs, supporting taxpayers in tax declaration and payment through information technology applications.

The Department has also issued regulations to coordinate with relevant sectors in developing management applications, tax collection and supporting taxpayers in tax declaration and payment through the electronic transaction system. Typically, coordinating with banks in the province to collect taxes through the banking system; paying taxes electronically to reduce the burden of taxpayers paying through the treasury system as before, creating favorable conditions for taxpayers to fulfill their obligations to the State.

The application of information technology has created very favorable conditions for people and businesses in carrying out administrative transactions with tax authorities. In addition, tax authorities have also effectively implemented tax management, greatly reducing the time spent on entering data into management applications.

99.9% of procedures are resolved on time

Statistics show that: On average, each year, Nghe An Tax Department has received about 50,000 related administrative records and procedures. Of which, 99.9% of the procedures have been resolved and results returned on time and before the prescribed deadline. Some cases of slow resolution are due to objective reasons that require the participation of related departments.

For unresolved issues, the Tax Department has fully reported to the Central Government, and the functional departments of the Tax Department have seriously performed their duties and responsibilities.

Implementing the modern one-stop-shop model, the Tax Department and its branches have received and returned results in the form of online public services at levels 3 and 4, with the majority of documents and procedures such as submitting tax declarations online and paying taxes electronically...

In addition, it has been linked with the Department of Planning and Investment and the Provincial Police to issue codes, change information, terminate tax codes, etc. The receiving and returning of results are all done online, via the Internet and the time has been shortened from 5 working days (before 2012), to now being processed within the day (all tax registration files are processed immediately after receipt).

The Tax Department has directed specialized departments and Tax Branches to conduct statistics and review administrative procedures, and has proposed to abolish some unnecessary administrative procedures; proposed to shorten the time and shorten the settlement process. After implementing the State's administrative procedure reform solutions, the number of tax compliance hours of taxpayers has been reduced by 420 hours/year (from 537 hours to 117 hours/year).

Bringing tax policy to life

Propaganda and support work has been focused on. The Tax Department has proactively coordinated with press agencies, propaganda agencies, and social organizations to produce reports, provide news, and disseminate instructions on new tax policies; broadcast news on television 613 times; coordinated with commune, ward, and town radio stations to broadcast 3,343 times on propaganda of new tax policies, announce lists of tax arrears; organized direct consultations, responded in writing, and communicated online on the Electronic Information Page, provided support by phone, and sent new documents via email to businesses; organized training and dialogues with taxpayers, and brought tax policies into life.

The industry is also ready to receive and promptly resolve arising problems, thereby receiving support and high appreciation from the business community and public opinion.

In addition, the industry also does a good job of praising and rewarding taxpayers to encourage and motivate taxpayers to boost production and business and fulfill their tax obligations.
