Nghe An Judicial Sector deploys tasks for 2025

On the afternoon of January 6, the Department of Justice held a conference to review judicial work in 2024 and deploy tasks for 2025.

Complete many difficult and new tasks

In 2024, the Nghe An Judicial sector was proactive, creative, united, and made efforts to overcome difficulties and challenges to complete a large amount of work, many difficult and new tasks, achieving comprehensive results, and many areas had clear positive changes.

Accordingly, the direction and management work is carried out resolutely, uniformly, closely following the documents and instructions of the Ministry of Justice and the province; proactively and promptly identifying key tasks and issuing programs and work plans of the industry.

The Department actively implements the key directions on administrative reform under the direction of the Provincial Administrative Reform Steering Committee, focusing on 3 contents: Public service, administrative procedures and digital transformation. Focusing on implementing many solutions for administrative reform in handling administrative procedures.

As a result, in 2024, 58,129 applications were received, of which online applications accounted for 53.92% (an increase of 20.15% over the same period in 2023); the rate of overdue applications accounted for only 2.1% (a decrease of 5.5% over the same period in 2023). Nghe An is one of the first 8 localities in the country to successfully implement the pilot issuance of criminal records on the VNeID application from September 15, 2024.

At the same time, the industry has promptly and effectively implemented the targets and tasks of Project 06/CP in the judicial field: Online civil status registration reached 87.35% (exceeding 17.35% compared to the target set by the Provincial People's Committee, up 17.35% over the same period in 2023); in which 3 groups of essential public services of birth, death and marriage registration reached 98.35%.

The connection of two groups of administrative procedures has been put into practice, 100% (460/460) of commune-level units in the province have implemented it; the number of records maintained the 2nd position in the country before the connection implementation date according to Decree 63/2024/ND-CP, currently ranking 3rd in the country (after Hanoi and Thanh Hoa).

In addition, the Department promoted the construction of the Electronic Civil Status Database and digitized Civil Status Books with 2,022,185 digitized data (reaching 92.14%). Effective implementation, ensuring the prescribed time for the 4 assigned models. The Department of Justice was awarded a Certificate of Merit by the Provincial People's Committee for its outstanding achievements in implementing the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation.

Institutional building advisory work is carried out in accordance with regulations, ensuring predictability and prioritizing the resolution of urgent and pressing issues.

In 2024, the province issued 149 legal documents; inspected 148 documents under its authority; announced the results of systematizing legal documents issued by the Provincial People's Council and People's Committee in the 2019-2023 period, including 1,181 provincial-level legal documents, 1,176 district-level documents and 2,776 commune-level documents; reviewed 684 resolutions and decisions on legal documents issued by the Provincial People's Committee and People's Council from September 30, 2024.

Actively participating in research and giving legal opinions on 87 complicated cases in the province in the fields of land, investment, resources, minerals, handling of administrative violations... The Department of Justice was proposed to receive a Certificate of Merit from the Prime Minister for outstanding achievements in law-making and institutional improvement in the 2021-2025 period.

The Department of Justice continues to improve the effectiveness and efficiency of state management in the activities of judicial support organizations in the province. The Department of Justice was awarded a Certificate of Merit by the Minister of Justice for its outstanding achievements in implementing the Law on Judicial Expertise and the Project to continue to innovate and improve the effectiveness of judicial expertise activities.

Removing difficulties and obstacles in the judicial field

In addition to the above results, judicial work in Nghe An province still has some difficulties and limitations such as: Some departments and branches lack initiative in coordinating the implementation of institutional development; the situation of many legal documents being issued close to meetings, at the end of the year, etc. is slowly being overcome; Inspection and examination work has not promoted the effectiveness of state management, etc.

Deploying tasks for 2025, Director of the Department of Justice Hoang Thi Thu Trang requested that officials and civil servants of the Justice sector focus on clearly implementing specific tasks.

Accordingly, the sector needs to effectively implement resolutions, directives, conclusions, and directives of competent authorities related to the areas of work of the Judiciary sector. Focus on improving the quality of appraisal of draft legal documents; advising on removing difficulties and obstacles related to the judicial sector; advising on state management of the field of judicial support; promoting administrative reform, innovating working style and manners.

Continue to focus on timely and effectively implementing the tasks of the Judicial sector according to Project No. 06 of the Prime Minister; Strictly and effectively implement Directive No. 23/CT-TTg dated July 9, 2023 of the Prime Minister on promoting reform of administrative procedures for issuing judicial records to facilitate people and businesses. Continue to advise on effective implementation of the Law on Legal Aid.

At the same time, strengthen the effectiveness and efficiency of state management and the quality of public services in the fields of civil status, nationality, authentication; judicial support; adoption; judicial records; legal aid; legal support for businesses...
