Nghe An's Justice Department implements tasks for 2025.

On the afternoon of January 6th, the Department of Justice held a conference to summarize its work in 2024 and outline tasks for 2025.

Complete many difficult and new tasks.

In 2024, the Nghe An Justice sector proactively, creatively, unitedly, and diligently overcame difficulties and challenges to complete a large volume of work, including many difficult and new tasks, achieving comprehensive results, with many areas showing clear positive changes.

Accordingly, the leadership and management were carried out decisively and uniformly, closely following the documents and directives of the Ministry of Justice and the province; proactively and promptly identifying key tasks and issuing work programs and plans for the sector.

The Department actively implements pilot projects on administrative reform as directed by the Provincial Steering Committee for Administrative Reform, focusing on three key areas: public service, administrative procedures, and digital transformation. Emphasis is placed on implementing various solutions to improve administrative procedures.

As a result, in 2024, 58,129 applications were received, of which online applications accounted for 53.92% (an increase of 20.15% compared to the same period in 2023); the rate of overdue applications was only 2.1% (a decrease of 5.5% compared to the same period in 2023). Nghe An is one of the first eight localities nationwide to successfully pilot the issuance of criminal record certificates via the VNeID application from September 15, 2024.

Simultaneously, the sector has promptly and effectively implemented the targets and tasks of Project 06/CP in the field of justice: Online civil registration reached 87.35% (exceeding the target set by the Provincial People's Committee by 17.35%, an increase of 17.35% compared to the same period in 2023); in which the three essential public service groups of birth registration, death registration, and marriage registration reached 98.35%.

The integration of the two groups of administrative procedures has become well-established, with 100% (460/460) of commune-level units in the province having implemented it; the number of dossiers maintained its second position nationwide before the implementation of the integration according to Decree 63/2024/ND-CP, and now ranks third nationwide (after Hanoi and Thanh Hoa).

In addition, the Department has promoted the development of the electronic civil registry database and digitized civil registry books, with 2,022,185 data records digitized (reaching 92.14%). The department effectively implemented and ensured the stipulated timeframe for the four models it was assigned to lead. The Department of Justice was awarded a Certificate of Commendation by the Provincial People's Committee for its outstanding achievements in implementing the Project on developing applications of population data, electronic identification and authentication to serve national digital transformation.

The work of advising on institution building was carried out in accordance with regulations, ensuring foresight and prioritizing the resolution of urgent and pressing issues.

In 2024, the entire province issued 149 legal documents; reviewed 148 documents within its authority; announced the results of the systematization of legal documents issued by the Provincial People's Council and Provincial People's Committee during the period 2019-2023, including 1,181 provincial-level legal documents, 1,176 district-level documents, and 2,776 commune-level documents; and reviewed 684 resolutions and decisions issued by the Provincial People's Committee and Provincial People's Council from September 30, 2024.

Actively participating in research and providing legal opinions on 87 complex cases in the province in the fields of land, investment, resources, minerals, and handling administrative violations... The Department of Justice has been recommended for a Certificate of Commendation from the Prime Minister for outstanding achievements in lawmaking and institutional improvement during the 2021-2025 period.

The Department of Justice continues to improve the effectiveness and efficiency of state management in the operation of judicial support organizations in the province. The Department of Justice was awarded a Certificate of Commendation by the Minister of Justice for its outstanding achievements in implementing the Law on Judicial Expertise and the Project on continuing to innovate and improve the effectiveness of judicial expertise activities.

Removing difficulties and obstacles in the field of justice.

Besides the achievements mentioned above, judicial work in Nghe An province still faces some difficulties and limitations, such as: Some departments and agencies lack initiative in coordinating the development and improvement of the legal framework; the situation of having many legal documents to be issued close to parliamentary sessions and at the end of the year is slow to be rectified; inspection and supervision work has not yet effectively promoted state management...

In implementing the tasks for 2025, Director of the Department of Justice Hoang Thi Thu Trang requested that officials and civil servants in the Justice sector focus on clearly carrying out specific tasks.

Accordingly, the sector needs to effectively implement resolutions, directives, conclusions, and guiding documents from competent authorities related to the areas of work of the Justice sector. Emphasis should be placed on improving the quality of appraisal of draft legal documents; advising on resolving difficulties and obstacles related to the field of justice; advising on state management of the field of judicial support; and promoting administrative reform and innovation in working style and methods.

Continue to focus on promptly and effectively implementing the tasks of the Justice sector according to the Prime Minister's Project No. 06; strictly and effectively implement Directive No. 23/CT-TTg dated July 9, 2023, of the Prime Minister on promoting administrative procedure reform for issuing criminal record certificates to facilitate citizens and businesses. Continue to advise on and effectively implement the Law on Legal Aid.

Simultaneously, strengthen the effectiveness and efficiency of state management and the quality of public services in the fields of civil registration, nationality, authentication; judicial assistance; adoption; criminal records; legal aid; legal support for businesses, etc. Effectively carry out personnel work tasks, and continue to improve the quality of training and professional development for civil servants and public employees to ensure the development of a clean, professional, and capable team of judicial civil servants and public employees capable of fulfilling their duties.

On this occasion, the Chairman of the Provincial People's Committee awarded the Emulation Flag to the Legal Aid Department of the Department of Justice; the Chairman of the Provincial People's Committee awarded Certificates of Merit to 2 collectives and 6 individuals. The Director of the Department of Justice also presented Certificates of Merit to collectives and individuals.
