PV:Dear comrade, to carry out the propaganda task in organizing Party congresses at all levels towards the 13th National Party Congress, what specific tasks has the Provincial Party Committee's Propaganda Department deployed?

Comrade Kha Van Tam:2020 has many major events for the country and the province and is the year of organizing Party congresses at all levels, leading up to the 13th National Party Congress. Therefore, from the beginning of the year, the Provincial Party Committee's Propaganda Department has advised the Standing Committee and the Provincial Party Committee Standing Committee, and at the same time directed the entire sector to proactively advise the Party Committee to organize well the propaganda work on Party congresses at all levels in conjunction with major events of the year.

Especially the results of implementing the resolution, achievements in socio-economic development, thereby contributing to strengthening the trust of cadres, party members and people in the development of the homeland and country.

Currently, based on the Plan of the Central Propaganda Department, the Provincial Party Committee Standing Committee, the Provincial Party Committee's Propaganda Department has issued guidelines on propaganda for party congresses at all levels, the 19th Nghe An Provincial Party Congress and the 13th National Congress of the Party with 3 propaganda peaks including:

Phase 1 is from now until the completion of the Provincial Party Congress; Phase 2 is from after the Provincial Party Congress to the 13th National Party Congress and Phase 3 is from after the closing of the 13th National Party Congress. Each phase has very specific and in-depth propaganda orientation key contents.

Propaganda work has also been innovated with many forms, rich, vivid, practical such as: besides press systems and electronic information portals, promoting propaganda through social networks to further spread information to a large number of people.

PV:Contributing to the drafting of documents for Party Congresses at all levels and the 13th National Party Congress is an extremely important content. So how is the Propaganda Department of our province currently implementing this work, comrade?

Comrade Kha Van Tam:Collecting opinions and contributions to the drafting of documents for Party congresses at all levels is one of the very practical contents, demonstrating that this is a broad political activity of all classes of people.

Therefore, the whole industry will conduct a preliminary and final review of the Party's resolutions and directives in the field of Propaganda; thereby contributing to summarizing practices, supplementing and perfecting theories, and filtering new issues to complete the draft political reports of Party congresses at all levels.

In addition, the Provincial Party Committee's Propaganda Department has directed the entire sector to participate in contributing ideas to build Party congress documents at all levels, especially in the field of political and ideological education in a responsible, profound and quality manner, so that together with the entire political system, we can correctly and accurately assess the results and achievements; shortcomings and limitations and draw lessons; thereby linking with the practical situation to contribute to setting out goals, tasks and solutions that are both feasible and breakthrough, demonstrating the offensive ideology in the new term.

In addition, it is important to focus on the work of orientation and organizing the collection of opinions and contributions from all walks of life on the draft political reports of Party congresses at all levels, the Draft Documents of the 19th Provincial Party Congress and the Draft Documents of the 13th National Party Congress in a quality manner.

PV:The closer we get to the Party Congress, the more hostile forces and political opportunists increase their sabotage activities. First of all, sabotage is about ideology, personnel work, including plots to incite and cause political insecurity and social order and safety. What solutions does the Propaganda Department have to combat this problem?

Comrade Kha Van Tam:For a long time, when mentioning Propaganda work, we immediately imagine that this is a special component in the entire Party's activities, undertaking the key field of Party building work in terms of politics and ideology, contributing significantly to the dissemination of Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and policies, and the State's policies and laws to the People; thereby gathering and mobilizing the People to concretize the guidelines and policies into life.

Therefore, with important political events taking place this year, especially the Party Congresses at all levels leading up to the 13th National Party Congress, through many forms and forums, the Provincial Party Committee's Propaganda Department has deployed throughout the sector to continue to grasp the ideological situation and public opinion, especially related to the organization of Party Congresses at all levels to advise Party Committees to handle promptly, not to form "hot spots", causing political and social instability; contributing to maintaining solidarity and unity within the Party, consensus in society to successfully organize the Congress.

In addition, we thoroughly understand and seriously implement the direction of the Central Propaganda Department for the industry to demonstrate the role of the core force, connect forces, and promptly fight against the destructive and distorted arguments of hostile forces, reactionary elements, and political opportunists, especially the exploitation of comments to disseminate and distort incorrect information and viewpoints against the Party and the State.

In addition, the industry has strengthened coordination, proactively combated, refuted, and promptly eliminated fake and toxic news on cyberspace, improved the information, communication, internet, and social network environment, and successfully organized Party congresses at all levels and the 13th National Party Congress.

PV:After the Party Congresses at all levels, the 19th Provincial Party Congress and the 13th National Party Congress, what contents will the Propaganda sector focus on, comrade?

Comrade Kha Van Tam:As in the propaganda plan for the congress assigned by the Provincial Party Standing Committee, immediately after the success of the Party congresses at all levels, in addition to regular tasks and good implementation of propaganda work after the congress, the Propaganda Department will proactively advise the Party Committee to develop a plan to disseminate, study and implement the congress resolutions; guide and urge the organization to promptly and seriously study, disseminate and implement the resolutions of the Party congresses at all levels.

Accordingly, great attention should be paid to innovating and creating forms of studying and implementing the resolutions; at the same time, seriously inspecting the implementation to continue improving the quality and effectiveness of studying and implementing the Party's resolutions; thereby bringing the resolutions into life right from the beginning of the term.

Recently, the leaders of the Provincial Party Committee's Propaganda Department directly worked with Party committees and propaganda departments of districts, cities and towns to grasp the practical situation at the grassroots level, and exchange, inform and mention more key tasks of the industry in 2020.
