In recent times, the construction investment sector has faced numerous difficulties due to capital cuts and the suspension of investment in many new projects. Furthermore, bank interest rates have been unstable, and construction material prices have fluctuated significantly. Under these circumstances, units and enterprises under the Construction industry have proactively sought reasonable solutions to improve their operational efficiency.

Furthermore, bank interest rates have been unstable, and construction material prices have fluctuated significantly. Under these circumstances, units and enterprises under the Construction industry have proactively sought reasonable solutions to improve their operational efficiency.

Due to numerous difficulties in basic infrastructure investment, the planning and architecture sector has been significantly affected. While many specialized architectural units are struggling due to a lack of work, the Nghe An Institute of Planning and Construction Architecture (a public service unit under the Department of Construction) has maintained sustainable stability. The Institute has proactively implemented several survey and planning projects that were contracted in previous years, such as: Topographic survey for the adjustment of the General Planning for the construction of Vinh City until 2030, with a vision to 2050; Detailed planning survey for the resettlement construction along the Vinh - Cua Lo Boulevard; Acting as a subcontractor for Nikken Sekei Civil Engineering Ltd - Japan; Adjusting the General Planning for the construction of Vinh City until 2030, with a vision to 2050; Planning for solid waste treatment in Nghe An province until 2025; Designing flood-resistant shelters; Develop options for selecting the location for the Nghệ An Provincial Martyrs' Memorial, etc.

In 2012, despite difficulties in finding and signing contracts, the Nghe An Institute of Planning and Construction Architecture participated in four survey trips serving the demarcation of the Vietnam-Laos border and coordinated with the Department of Foreign Affairs to promote investment and design the construction of the Ho Chi Minh Monument in Ulyanovsk, Russian Federation. It also provided input on the planning and design of the temple dedicated to President Ho Chi Minh's parents and family members. Furthermore, it provided feedback on the planning of the Phu Quy Happy Land urban area in Nghia Dan. Simultaneously, it collaborated with Vinh City and its wards and communes to develop plans for collective housing areas in Vinh City, etc.

Mr. Luong Ba Quang, Director of the Institute of Planning and Architecture, stated: “Although it is a public service unit, in 2012, the Institute of Planning and Architecture actively sought out work and successfully executed economic contracts, achieving revenue of over 17.2 billion VND and contributing 1.9 billion VND to the state budget. The Institute continues to affirm its position as a center for planning and architecture in the North Central region.”

Providing clean water to urban areas is a matter of great concern to all levels of government, sectors, and the people. Therefore, the Nghe An Water Supply Company Limited (a construction-related enterprise) has always received investment to improve its operational capacity. After upgrading its capacity from 20,000 m3/day to 60,000 m3/day, the Vinh Water Plant has met the clean water needs of the people of Vinh City. In addition, the company manages and develops 10 more water plants in towns and districts throughout the province. In 2012, the company supplied 14.63 million m3 of clean water to customers in the province and contributed 5.33 billion VND to the state budget…

During the same period, the Project Management Board for Civil Engineering and Urban Infrastructure also faced many difficulties, but with its assigned functions and tasks, the Board focused on accelerating the progress of two student housing projects (acting as the investor for the Vinh Trung project and as the project management and supervision consultant for the Hung Binh project). At the same time, it implemented other projects where the Board acted as the consultant, project manager, and construction organizer, with the Board as the investor. In 2012, revenue reached 4.3 billion VND and contributed 413 million VND to the state budget. Similarly, the Center for Construction Quality Inspection also proactively sought out work, resulting in high efficiency.

The head of the Department of Construction stated: “In the past period, the Department of Construction has paid attention to and created favorable conditions for units and businesses under its purview to overcome difficulties and operate effectively. The commendable production and business results of the units and businesses under its purview in 2012 have significantly contributed to the Department of Construction's completion of its tasks and plans for the year.”
